The '''Constitution of the Union of Everett''' is the supreme law of the [[Union of Everett]]. The document outlines the government structure, how it operates, what powers it has and does not have, and the rights of the people, among other subjects. It consists of six articles, establishing government and its three branches, the rights and powers of the individual states, how to amend the Constitution and a clause ensuring the supremacy of the Constitution over any other law or regulation. The Bill of Rights outlines the rights of people, notably written in a manner that prohibits government violation of these rights. The further amendments section outlines changes to the constitution that may adjust how the government operates.

The Constitution of the United States was reviewed by a task force of twenty representatives of the Union of Independent States in April of 1998 and a new reorganization of the national charter was created. Several of the amendments were shifted into their proper places in Article I, Article II and Article IV of Constitution, and several new changes were made to the Bill of Rights. The First Amendment was expanded to encompass associations and unions, the Second Amendment was clarified to ensure a national protection of the right of civilians to own firearms and established the militia separately. Privacy rights and the sovereignty of one's home were merged into a new Third Amendment and due process rights were merged into one Fourth Amendment. Child labor laws were added with sections banning slavery. The right to vote and all associated protections were merged into a Ninth Amendment. Two new rights were enshrined, the rights of children to exercise many of the other rights, and the right of self defense, including against tyrannical government. Two amendments were ratified in 2000, a {{W|Balanced budget amendment|balanced budget}} amendment and a mandate that government perform it duties to protect and serve the people, overriding prior {{W|Duty to rescue|English-based common law}}.

Its current form was ratified by all of the states of the Union of Everett. It has not been changed since January 5, 2000. The first seven articles establish the different parts of the government, how it is to function, its powers and the rights and powers of the states. It also provides for a system to amend the Constitution, mandates its supremacy over all other laws in the nation, and requires government officials to swear to uphold it. Article I establishes the Presidency and the executive government. Article II establishes the Legislature, and Article III establishes the Judiciary. Article IV establishes the powers and rights of the States. Article V establishes the system for amending the Constitution. Article VI prohibits persons who have engaged in treasonous acts from holding public office. Article VII establishes the Constitution's supremacy, and the requirement that all those who hold public office swear to abide by and uphold the Constitution.

A formal physical copy of the Constitution exists, written on paper in ink, and is currently held in a display at the [[Federal Center Capitol Building]]. It was written on February 1, 2000 and signed by the then President, Vice President, each member of the House of Representatives, the Senate, the nine justices of the Supreme Court and each Governor of the then 26 states of the Union.

We the People of the Union of Everett, in order to form a more perfect Union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the Union of Everett.

===Article I===
'''Section I'''

The executive Power shall be vested in a President of the Union of Everett.

He or she shall hold this office during the term of five years, and, together with the Vice President, chosen for the same term, be elected, as follows: A candidate for the office of President of the Union of Everett shall be elected by People, in a general vote, each citizen of the Union of Everett, having attained the age of eighteen years, shall have the right to vote, and each vote shall be counted. The candidate with the majority of votes in his or her favor, shall be the President of the Union of Everett.

The Congress may determine the time of the day on which the People shall give their votes; which day shall be the same throughout the Union of Everett.

No person except a natural born citizen, or a citizen of the Union of Everett, or of a territory or State at the time such a State enters the Union, or at the time of the adoption of this Constitution, shall be eligible to the Office of President; neither shall any person be eligible to that office who shall not have attained the age of thirty years, and been twenty years a resident within the Union of Everett.

The President shall, at stated times, receive for his or her services, a compensation, which shall neither be increased nor diminished during the period for which he or she shall have been elected, and he or she shall not receive within that period any other emolument from the Union of Everett, or any of them.

The President shall not serve more than two terms. The terms of the President and the Vice President shall end at noon on the 5th day of January, and the terms of their successors shall then begin.

If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. If a President shall not have been chosen before the time fixed for the beginning of his or her term, or if the President elect shall have failed to qualify, then the Vice President elect shall act as President until a President shall have qualified; and the Congress may by law provide for the case wherein neither a President elect nor a Vice President shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified.

In case of the removal of the President from office or of his or her death or resignation, the Vice President shall become President. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress. Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his or her written declaration that he or she is unable to discharge the powers and duties of his or her office, and until he or she transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his or her office, the Vice President shall immediately assume the powers and duties of the office as Acting President. Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his or her written declaration that no inability exists, he or she shall resume the powers and duties of his or her office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his or her office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his or her office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his or her office.

Before he or she enter on the execution of his office, he shall take the following Oath or Affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of President of the Union of Everett, and will to the best of my ability, preserve, protect and defend the Constitution of the Union of Everett."

The President shall be Commander in Chief of the Ground Forces, Navy, Air Force, Coast Guard and National Guard of the States, when called into actual service of the Union of Everett; he or she may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he or she shall have power to grant reprieves and pardons for offenses against the Union of Everett, except in cases of impeachment.

He or she shall have power, by and with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators present concur; and he or she shall nominate, and by and with the advice and consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme court, and all other officers of the Union of Everett, whose appointments are not herein otherwise provided for, and which shall be established by law: but the Congress may by law vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.

The President shall have Power to fill up all vacancies that may happen during the recess of the Senate, by granting commissions which shall expire at the end of their next session.

He or she shall from time to time give to the Congress information of the State of the Union, and recommend to their consideration such measures as he or she shall judge necessary and expedient; he or she may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he or she may adjourn them to such time as he or she shall think proper; he or she shall receive Ambassadors and other public Ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the Union of Everett.

The House of Representatives shall be composed of members chosen every third year by the People of the States.

No Person shall be a Representative who shall not have attained the age of twenty five years, and be a citizen of the Union of Everett, and who shall not, when elected, be an inhabitant of that State in which he or she shall be chosen.

The actual Enumeration shall be made within three years after the first meeting of the Congress of the Union of Everett, and within every subsequent term of ten years, in such manner as they shall by law direct. The number of Representatives shall not exceed one for every hundred thousand, but each State shall have at least one Representative. Representatives shall be apportioned among the States according to their respective numbers, counting the whole number of citizens in each State.

When vacancies happen in the representation from any State, the executive authority thereof shall issue writs of election to fill such vacancies.

The House of Representatives shall choose their Speaker and other officers; and shall have the sole power of impeachment.

A candidate for the office of the House of Representatives shall be elected by People of the State in which the candidate seeks to serve, in a general vote, each citizen of the Union of Everett, and of the State which they reside, having attained the age of eighteen years, shall have the right to vote, and each vote shall be counted. The candidate with the majority of votes in his or her favor, shall be Representative.

The Senate of the Union of Everett shall be composed of two Senators from each State, elected by the people thereof, for three years; and each Senator shall have one vote.

No Person shall be a Senator who shall not have attained the age of twenty five years, and be a citizen of the Union of Everett, and who shall not, when elected, be an inhabitant of that State in which he or she shall be chosen.

When vacancies happen in the representation of any State in the Senate, the executive authority of such State shall issue writs of election to fill such vacancies: Provided, that the legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the legislature may direct.

A candidate for the office of the Senate shall be elected by People of the State in which the candidate seeks to serve, in a general vote, each citizen of the Union of Everett, and of the State which they reside, having attained the age of eighteen years, shall have the right to vote, and each vote shall be counted. The candidate with the majority of votes in his or her favor, shall be Senator.

The Vice President of the Union of Everett shall be President of the Senate, but shall have no vote, unless they be equally divided.

The Senate shall choose their other officers, and also a President pro tempore, in the absence of the Vice President, or when he or she shall exercise the office of President of the Union of Everett.

The Senate shall have the sole power to try all impeachments. When sitting for that purpose, they shall be on Oath or Affirmation. When the President of the Union of Everett is tried, the Chief Justice shall preside: And no person shall be convicted without the concurrence of two thirds of the Members present.

Judgment in cases of impeachment shall not extend further than to removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under the Union of Everett: but the party convicted shall nevertheless be liable and subject to indictment, trial, judgment and punishment, according to law.

No person shall be a Senator or Representative in Congress, or hold any office, civil or military, under the Union of Everett, or under any State, who, having previously taken an oath, as a member of Congress, or as an officer of the Union of Everett, or as a member of any State legislature, or as an executive or judicial officer of any State, to support the Constitution of the Union of Everett, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. But Congress may by a vote of two-thirds of each House, remove such disability.

Each House shall be the judge of the elections, returns and qualifications of its own Members, and a majority of each shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent Members, in such manner, and under such penalties as each House may provide.

Each House may determine the rules of its proceedings, punish its Members for disorderly behavior, and, with the concurrence of two thirds, expel a Member.

Each House shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the desire of one fifth of those present, be entered on the journal.

Neither House, during the session of Congress, shall, without the consent of the other, adjourn for more than three days, nor to any other place than that in which the two Houses shall be sitting.

The Senators and Representatives shall receive a compensation for their services, to be ascertained by law, and paid out of the treasury of the Union of Everett. They shall in all cases, except treason, felony and breach of the peace, be privileged from arrest during their attendance at the session of their respective Houses, and in going to and returning from the same; and for any speech or debate in either House, they shall not be questioned in any other place.

No Senator or Representative shall, during the time for which he or she was elected, be appointed to any civil office under the authority of the Union of Everett, which shall have been created, or the emoluments whereof shall have been increased during such time; and no person holding any office under the Union of Everett, shall be a Member of either House during his or her continuance in office.

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the Union of Everett; if he or she approve he or she shall sign it, but if not he or she shall return it, with his or her objections to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law. But in all such cases the votes of both Houses shall be determined by Yeas and Nays, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him or her, the same shall be a law, in like manner as if he or she had signed it, unless the Congress by their adjournment prevent its return, in which case it shall not be a law.

Every order, resolution, or vote to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment) shall be presented to the President of the Union of Everett; and before the same shall take effect, shall be approved by him or her, or being disapproved by him or her, shall be repassed by two thirds of the Senate and House of Representatives, according to the rules and limitations prescribed in the case of a bill.

The Congress shall have power to lay and collect taxes, duties, imposts and excises, from whatever source derived, to pay the debts and provide for the common defense and general welfare of the Union of Everett; but all duties, imposts and excises shall be uniform throughout the Union of Everett;

To borrow money on the credit of the Union of Everett;

To regulate commerce with foreign nations, and among the States;

To establish a uniform rule of naturalization, and uniform laws on the subject of bankruptcies throughout the Union of Everett;

To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures;

To provide for the punishment of counterfeiting the securities and current coin of the Union of Everett;

To establish post offices and post roads;

To make law pertaining to the public safety and security, or in the interests of the People of the Union;

To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries;

To constitute tribunals inferior to the Supreme Court;

To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations;

To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water;

To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years;

To provide and maintain an army, navy, and air force;

To make rules for the government and regulation of the land, air and naval forces;

To provide for calling forth the National Guard to execute the laws of the Union, suppress insurrections and repel invasions;

To provide for organizing, arming, and disciplining, the National Guard, and for governing such part of them as may be employed in the service of the Union of Everett, reserving to the States respectively, the appointment of the officers, and the authority of training the National Guard according to the discipline prescribed by Congress;

To exercise authority over all places purchased by the consent of the legislature of the State in which the same shall be, for the erection of federal facilities, buildings, courts and military installations; and

To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the Union of Everett, or in any department or officer thereof.

The privilege of the writ of Habeas Corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.

No bill of attainder or ex post facto law shall be passed.

No tax or duty shall be laid on articles exported from any State.

No preference shall be given by any regulation of commerce or revenue to the ports of one State over those of another: nor shall vessels bound to, or from, one State, be obliged to enter, clear, or pay duties in another.

No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public money shall be published from time to time.

No title of nobility shall be granted by the Union of Everett: And no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any King, Prince, or foreign State.

No State shall enter into any treaty, alliance, or confederation; grant letters of marque and reprisal; coin money; emit bills of credit; make any thing but gold and silver coin a tender in payment of debts; pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of nobility.

No State shall, without the consent of the Congress, lay any imposts or duties on imports or exports, except what may be absolutely necessary for executing it's inspection laws: and the net produce of all duties and imposts, laid by any State on imports or exports, shall be for the use of the treasury of the Union of Everett; and all such laws shall be subject to the revision and control of the Congress.

No State shall, without the consent of Congress, lay any duty of tonnage, keep troops, or ships of war in time of peace, enter into any agreement or compact with another State, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay.

The judicial power of the Union of Everett, shall be vested in one Supreme Court, and in such inferior courts as the Congress may from time to time ordain and establish. The judges, both of the supreme and inferior courts, shall hold their offices during good behavior, and shall, at stated times, receive for their services, a compensation, which shall not be diminished during their continuance in office.

The judicial Power shall extend to all cases, in law and equity, arising under this Constitution, the laws of the Union of Everett, and treaties made, or which shall be made, under their authority;--to all cases affecting Ambassadors, other public Ministers and Consuls;--to all cases of admiralty and maritime jurisdiction;--to controversies to which the Union of Everett shall be a party;--to controversies between two or more States;--between a State and citizens of another State;--between citizens of different States;--between citizens of the same State claiming lands under grants of different States, and between a State, or the citizens thereof, and foreign States, citizens or subjects.

In all cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be party, the Supreme Court shall have original jurisdiction. In all the other cases before mentioned, the Supreme Court shall have appellate jurisdiction, both as to law and fact, with such exceptions, and under such regulations as the Congress shall make.

The trial of all crimes, except in cases of impeachment; shall be by jury; and such trial shall be held in the State where the said crimes shall have been committed; but when not committed within any State, the trial shall be at such place or places as the Congress may by law have directed.

Treason against the Union of Everett, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of a witness to the same overt act, or on confession in open court.

The Congress shall have power to declare the punishment of treason, but no attainder of treason shall work corruption of blood, or forfeiture except during the life of the person attainted.

Full faith and credit shall be given in each State to the public acts, records, and judicial proceedings of every other State. And the Congress may by general laws prescribe the manner in which such acts, records and proceedings shall be proved, and the effect thereof.

The citizens of each State shall be entitled to all privileges and immunities of citizens in the several States.

A person charged in any State with treason, felony, or other crime, who shall flee from justice, and be found in another State, shall on demand of the executive authority of the State from which he fled, be delivered up, to be removed to the State having jurisdiction of the crime.

The powers not delegated to the Union of Everett by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

The judicial power of the Union of Everett shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the Union of Everett by citizens of another state, or by citizens or subjects of any foreign state.

New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the jurisdiction of any other State; nor any State be formed by the junction of two or more states, or parts of States, without the consent of the legislatures of the States concerned as well as of the Congress.

The Congress shall have power to dispose of and make all needful rules and regulations respecting the territory or other property belonging to the Union of Everett; and nothing in this Constitution shall be so construed as to prejudice any claims of the Union of Everett, or of any particular State.

The Union of Everett shall guarantee to every State in this Union a Republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic Violence.

The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose amendments to this Constitution, or, on the application of the legislatures of two thirds of the States, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this Constitution, when ratified by the legislatures of three fourths of the States, or by conventions in three fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; provided that no State, without its consent, shall be deprived of its equal suffrage in the Senate.

No person shall hold any office, civil or military, under the Union of Everett, or under any state, who, having previously taken an oath, as an officer of the Union of Everett, or as a member of any state legislature, or as an executive or judicial officer of any state, to support the Constitution of the Union of Everett, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof.

===Article VII===
This Constitution, and the laws of the Union of Everett which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the Union of Everett, shall be the supreme law of the land; and the judges in every State shall be bound thereby, any thing in the Constitution or laws of any State to the contrary notwithstanding.

The Senators and Representatives before mentioned, and the Members of the State legislatures, and all executive and judicial officers, both of the Union of Everett and of the States, shall be bound by oath or affirmation, to support this Constitution; but no religious test shall ever be required as a qualification to any office or public trust under the Union of Everett.

The ratification of the conventions of the States, shall be sufficient for the establishment of this Constitution between the States so ratifying the same.

===Article VIII===
To secure a free and fair and just society, Congress shall pass no law, and no edict shall stand, which establishes any political or economic or social system that enforces tyranny or authoritarian ideal upon the Union of Everett, any State subject to its jurisdiction or the People. By supreme authority of the Constitution, the systems of theocracy, rule by a religious authority, socialism or communism in any of its varied forms, fascism, monarchy or despotism or any form of absolute rule, globalism or any rule or authority of a foreign entity, technocracy or corporatocracy or rule by any system of business or conglomerate, is hereby outlawed.

It shall be illegal for any member of elected governance, the President, the legislature or the judiciary, or the governor of any State or territory subject to the jurisdiction of the Union of Everett, to espouse or implement any such ideological system which is contrary to the Constitution of the Union of Everett.

It shall be invalid and unlawful to implement such systems via a convention of the states or any attempt to alter the Constitution by a vote, a law or any edict.

====Amendment I====
No law, order or regulation shall be made violating the right of the People to practice any religion, or no religion, nor shall any religion be established by law, nor shall the right to speech, expression or to peaceably protest and assemble be violated, nor shall any law prohibit a free press, free association or unionization of persons, nor the ability of the People to travel.

====Amendment II====
The right of the People to keep and bear armaments shall not be infringed. The right of the People to form for the common defense of life, liberty and the pursuit of happiness, being necessary to the security of a free nation, shall not be violated.

====Amendment III====
The right of the people to be secure in their persons, houses, properties, papers, and effects, against unreasonable searches, seizures and or surveillance, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. The People shall not be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

No Soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war.

In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any court of the Union of Everett.

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him or her; to have compulsory process for obtaining witnesses in his or her favor, and to have the assistance of counsel for his or her defense.

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land, air or naval forces, or in the National Guard, when in actual service in time of war or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or liberty; nor shall be compelled in any criminal case to be a witness against himself.

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. The penalty of death shall be applicable in accordance with the law of the States, or in cases of federal jurisdiction.

No citizen of the Union of Everett shall extradited to or imprisoned in any foreign State or nation, upon accusation or indictment of any crime, known to the Union of Everett to violate the rights of persons as specified in Constitution of the Union of Everett.

'''Operation: Tears of the Sun''' was an Everetti military special forces operation jointly conducted with the Nigerian government. On May 3, 2014, the Union of Everett authorized limited assistance to the Nigerian military following a request by the government for aid in tracking and locating nearly 250 missing schoolgirls, kidnapped by Islamist radical terror group Boko Haram. Operation Tears of the Sun, named for a movie which took place in Nigeria and followed a Navy Seal team conducting a rescue operation, primarily is authorized to provide strategic planning and training assistance to Nigerian army troops taking part in the search for the missing girls. The Union of Everett Militant Forces were deployed to conduct that role and also provide aerial drone and HAD series drone search and rescue assistance for a rapid scan of the hundreds of miles of heavy jungle in the region.

==Background==
On the night of April 14-15th 2014, approximately 276 female students were kidnapped from the Government Secondary School in the town of Chibok in Borno State, Nigeria. The kidnappings were claimed by Boko Haram, an Islamic Jihadist and Takfiri terrorist organisation based in northeast Nigeria. The group of militants attacked the Government Girls Secondary School in Chibok, Nigeria, breaking into the school, shooting the guards and killing one soldier. A large number of students were taken away in trucks, possibly into the Konduga area of the Sambisa Forest where Boko Haram were known to have fortified camps. Houses in Chibok were also burnt down in the incident. The children were aged 16 to 18 and were in their final year of school. Over the April 19-20th weekend, the Nigerian military released a statement that said more than 100 of 129 kidnapped girls had been freed. However, the statement was retracted, and on April 21st, parents said 234 girls were missing. A number of the students escaped the kidnappers in two groups. According to the police approximately 276 children were taken in the attack of which 53 had escaped by May 2nd.

The Nigerian military and local authorities, lacking the resources necessary to locate the abducted girls and to effectively combat the growing Boko Haram threat in the region called on for international assistance on May 1st. The Union of Everett State Department responded to the situation and approval for limited military operations was approved by the Everetti Advisory Council and President Spencer.

The students are allegedly being forced into Islam and into marriage with members of Boko Haram, with a reputed "bride price" of ₦2,000 each (EV$6.25). Many of the students were taken to the neighboring countries of Chad and Cameroon, with sightings reported of the students crossing borders with the militants, and sightings of the students by villagers living in the Sambisa Forest. The forest is considered a refuge for Boko Haram. Local residents have been able to track the movements of the students with the help of contacts across north eastern Nigeria. Two days after the first teams of Everetti military personnel arrived in Nigeria, a video in which Boko Haram leader Abubakar Shekau claimed responsibility for the kidnappings emerged. Shekau claimed that, "Allah instructed me to sell them...I will carry out his instructions." and "Slavery is allowed in my religion, and I shall capture people and make them slaves." He said the girls should not have been in the school and instead they should be married since girls as young as nine are suitable for marriage. Following the kidnapping incident, Boko Haram again abducted eight girls aged between 12–15 from northeast Nigeria.

==Operations==
On May 3rd, the Union of Everett Militant Forces were deployed into northern Nigeria following an approved request from the Nigerian government for assistance. A team of thirty special forces soldiers from the Militant Forces, arrived in the northern town of [[wikipedia:Chibok|Chibok]] to assist local police and Nigerian military in investigating the mass kidnapping the took place. Militant Forces personnel provided immediate deployment of aerial reconnaissance to track down and locate the girls and kidnappers, supplying of local civilian militia with protection and arms, and training and assisting Nigerian police and military with weapons, tactics and strategies for rescue operations.

Between May 3rd and May 5th, Militant Forces teams used aerial drones and HAD series droids to search and map the northeastern region of Nigeria. On May 5th, the teams in Chibok responded to calls for help in the neighboring town of [[wikipedia:Gamboru Ngala|Gamboru Ngala]] after Boko Haram militants [[wikipedia:2014 Gamboru Ngala attack|attacked]] the town and began to slaughter its residents. Militant Forces troops deployed into the town by helicopters 15 minutes into the attack by Boko Haram and engaged the terrorist group in a large fire fight. After 45 minutes of armed combat, Boko Haram attackers retreated, sustaining heavy losses. One Militant Forces soldier was seriously wounded and airlifted to a hospital in southern Nigeria. The Militant Forces team killed 53 Boko Haram members, wounded 30 more and captured four others unharmed. The town however suffered civilian casualties, murdered by Boko Haram attackers, killing over 100 civilians and wounding dozens of others.

On May 6th, additional special forces teams arrived and two dozen private military contractors, as well as a small team of unidentified soldiers. UAVs scanning the northern jungles of Nigeria and the borders of Chad and Cameroon located a large encampment of armed men and cargo trucks. HAD series droids deployed into the area had confirmed locating a group of at least 100 Boko Haram militants and identified at least a dozen teen-aged females. On the evening of May 6th, into the early night hours of May 7th, special forces teams consisting of the Union of Everett Militant Forces, private contractors, Nigerian soldiers and ERTF agents launched a coordinated raid on the encampment near the border with Chad. The initial assault caught the Boko Haram militants off guard and ended within five minutes, killing 80 Boko Haram fighters and wounded another 15. The Nigerian government reported a successful recovery of 54 of the abducted girls.

On the evening of May 10th, Everetti special forces teams engaged a suspicious convoy of trucks attempting to cross the Nigerian border into Cameroon. A shootout between the Everetti special forces team and three dozen armed militants ensued, lasting approximately five minutes. The suspects were identified as Boko Haram members. 32 bodies were recovered and three other wounded were taken into custody. The State Department confirmed ten teen-aged females were also recovered and identified as some of the missing abduction victims, who were later returned to their parents. Earlier the same day, the Militant Forces had identified a Boko Haram camp 15 miles north of Chibok. Droid surveillance confirmed no presence of kidnapping victims nor other civilians and the site was hit by an airstrike from an SF-22 Raptor II fighter.

Religion in the Union of Everett is greatly mixed bewteen the population. Christianity is the most frequent religion in the nation, followed by Atheism and Non-Religious Status and then Judaism. 75% of Everettis follow some sort of religion, while 25% have declared themselves Non-Religious. Since the formation of Everett, religious numbers have declined. Experts believe the shift in beliefs, laws, culture among youth and the fact that the President is Atheist herself, have led to the decline in religious belief. In the Union of Everett, religions must register themselves with the government and must pass a registry check to be allowed access to specialized treatment such as tax-exempt status or government aid. All religions must follow the laws stated in the Religious Security Act, which restrict various beliefs and activities ranging in discrimination, oppression, abuse and radicalism or suffer loss of specialized statuses.

==Federal Religious Registry==
The FRR is a program designed to register every religion and religious organization in the Union of Everett under the Everetti government under the "Federal Religious Registry". The reason behind it officially states that due to religion's extraordinary power over people, it is necessary to regulate it, to ensure the security and rights of people who may be affected by it. All religions underwent a background check, criminal records check, beliefs check and investigation to confirm its religious status. Approved religions were registered under the FRR and recieved tax-exempt status. Denied religions were declared non-abiding and often lost tax-exempt status and other specialized rights. Religions are not denied on the basis of beliefs but on the basis of activities and actions such as radicalism, extremism, child abuse, sex deviancy/perverison/rape, animal cruelty and the promotion of racism, sexism, discrimination and or terrorism. The Religious Security Act, states what is considered a religion and what is not as well as what specific practices are illegal. Failure of individual religious organizations that refuse to follow and abide by regulations in order to receiving government aid, grants, tax exemption and other statuses, are penalized by having those government sponsored statuses revoked. Common revocation of status results from religious groups' promotion of anti-gay, anti-women, anti-minority or other religious beliefs and agendas. The loss of government tax exemption and other aid results in a major financial impact to these groups and organizations, who often depend on member donations to survive and relief from having to pay taxes and fees.

===Religious Security Act===

As an act of National Security and to maintain and secure freedom and human and civil rights, it is deemed necessary to monitor and regulate religion, a powerful force among humanity. This law shall state what legally constitutes a religion and what is allowed. Practices found to be dangerous or in violation of our Constitution shall be outlawed as specified in this law.

*I. Religion
**A. A religion by this law is defined as the belief in of any higher being or entity or higher plane of existence or supernatural events or beings which is in turn worshipped in any manner.
***1. It is the right under the Constitution that any and all persons have the ability to believe in or worship any form of religion or not believe in any at all and to be secure in their right to believe, practice or worship without interference, intrusion or restriction.
****a. It is additionally secured under our Constitution that no person or persons be interfered, intruded or restricted by a religion and that no religion shall impede on the rights or security of others.
***2. Religion shall have no power or standing over the government and its activities or operations. Such power is in violation of the Constitution and of the secular government and laws. Religious beliefs shall not infringe on government decisions and it is required that government officials separate their personal beliefs from such government activities.
*II. Illegal Practices
**A. Illegal Practice is defined as any religious practice, belief or action that violates the laws of this nation, violates the Constitution or violates the basic human and civil rights as defined by the Union of Everett or by the United Nations Declaration of Human Rights.
**B. Illegal Activities
***1. Discrimination
****a. It is illegal for a religion to promote or practice discrimination in public services. It is illegal for a religion to promote or practice any form of discrimination in public in general. It is against tax exemption policy to practice or promote unreasonable discrimination in private services.
****b. Unreasonable Discrimination is the hatred or discrimination against basic protected persons in the following categories as stated in the Everetti Non-Discrimination Act: Sex, Gender Identity, Race, Nationality/Immigration Status, Age, Sexual Orientation or Disability/Medical Condition. Publicly, all forms are illegal including Religion, Veteran Status and Employment.
***2. Child Abuse
****a. It is illegal for a religion to promote or practice any form of child abuse whether emotionally, physically, mentally or sexually.
****b. Pedophilia or sexual acts against minors, those 17 years of age or younger, is illegal. This includes child to child or child to adult marriages. Sexual assault of children is a high level crime and no religion may perform any sex crime against a minor.
****c. No religion may force or impose itself on a minor. Under Constitutional law, those aged 17 and younger have the right to freedom of religion and no religion or member of a religion shall force upon a minor any belief refused by such a minor.
***3. Animal Cruelty
****a. It is illegal for a religion to promote or practice any form of animal abuse or cruelty. This includes sacrifices, offerings, slaughterings and rituals in which animals are killed or tortured.
***4. Honor Killing
****a. Honor killing is defined as an form of religious ceremony in which a human being is killed, sacrificed, murdered or tortured in the name of said religion. It is a crime under Everetti law to murder a human being, with a punishment of no less than the death penalty.
***5. Terrorism
****a. Any religion that supports, promotes or commits an act of terrorism is illegal and deemed a threat to national security. Speech or beliefs that promote acts of terrorism, announce support for or induce followers to commit such acts is banned.
***6. Oppression/Supression
****a. Oppression is defined as any religious practice in which a certain or specified group of members or non-members is oppressed or supressed in any way. The denial of certain rights to certain people is in direct violation of this nation's Constitution and shall not be legal.
****b. The oppression of women is illegal under Everetti law and Constitution. The required or forced wearing of veils or body coverings is illegal. The restriction of women's equality and rights is illegal.
****c. The oppression of children or minors is illegal. No child shall be denied equal rights nor shall they face abuse or neglect as stated in part B.2.a,b,c.
***7. Criminal Activity
****a. Any religion that promotes the committing of crimes, rioting, terrorism or hate crimes is in violation of the law and shall face restrictions and banishment. The spreading of hate crime propaganda or teaching of criminal activity is illegal.
***8. Sex Crimes
****a. A sex crime is any act against a person sexually that is performed against their will or consent or any sexual act, regardless of consensual status, against a minor.
****b. The promotion of rape or sexual abuse in any form is illegal and punishable by life imprisonment. The actual act of rape or sexual abuse in any form is punishable by the death penalty.
***9. Suicide
****a. The promotion or commission of suicide either for individuals or in mass numbers is illegal. No person may be forced or manipulated into suicide nor tricked or decieved into suicide. Religious suicide is a crime with punishments of mental institution incarceration. Causing or manipulating a child or minor into suicide shall result in coercion and negligent homicide and recieve a punishment of no less than life imprisonment.

The following organizations and churches have been banned or have been targets of IRS tax-exemption revocation. In response to the passing of the Religious Security Act, an estimated 1.5 million people began to protest. Of these people, most were Christian while a smaller amount were Muslims. Rioting broke out on several occasions, led by extremist groups including fundamentalist militias. Union of Everett federal agencies responded to threats of terrorism and detained over 10,000 suspects, 7,800 of which were released. By the end of the violence, 12,500 suspects had been detained and charged with crimes with 9,700 suspects facing jail time.

Conservative groups and churches were outraged at the restrictions in the law and claimed their [[Constitution of the Union of Everett|first amendment]] rights were being destroyed. The President responded stating that the practices banned were already in violation of human and civil rights, also stating, "Discrimination, oppression and violence is not a right." Many other churches and organizations supported the Act, stating that "God loves everyone, regardless of who they are.", supporting the bans on discrimination, promotion of terrorism and violence and oppression of women and children.

==Controversy==
Religion in the Union of Everett has come under intense global and local controversy since its secession in 2003. Almost immediately, Everett changed many conservative policies to what some perceive as extremely liberal. Some have called it an act of religious oppression and hate being defended by the First Amendment. President Spencer, being an Atheist, has been the target of large amounts of controversy from American conservatives and religious people worldwide. Notable critics of Spencer included United States Republicans and Muslim leaders in radical Islamic nations such as Iran, Pakistan and Saudi Arabia.

Counter arguments to criticism point out varied facts such as that the right to freedom of opinion in the belief that religion is bad, dangerous and having a stance against it, is a civil and human right, being that religion is a form of ideology of belief, similar to government or economic ideologies in which many anti-government groups exist against those as well. Countering arguments that anti-religion organizations are oppressive and hateful of religion, anti-religion groups have pointed out that a large majority of religious organizations in the Union of Everett openly and hostilely condemn various peoples including atheists, non-Christians and homosexuals. Anti-Religious movements notably point fingers at Evangelical churches for "spouting their hatred while claiming to being persecuted when those who the churches condemn, argue and insult back."

The '''Constitution of the Union of Everett''' is the supreme law of the [[Union of Everett]]. The document outlines the government structure, how it operates, what powers it has and does not have, and the rights of the people, among other subjects. It consists of six articles, establishing government and its three branches, the rights and powers of the individual states, how to amend the Constitution and a clause ensuring the supremacy of the Constitution over any other law or regulation. The Bill of Rights outlines the rights of people, notably written in a manner that prohibits government violation of these rights. The further amendments section outlines changes to the constitution that may adjust how the government operates.

The Constitution of the United States was reviewed by a task force of twenty representatives of the Union of Independent States in April of 1998 and a new reorganization of the national charter was created. Several of the amendments were shifted into their proper places in Article I, Article II and Article IV of Constitution, and several new changes were made to the Bill of Rights. The First Amendment was expanded to encompass associations and unions, the Second Amendment was clarified to ensure a national protection of the right of civilians to own firearms and established the militia separately. Privacy rights and the sovereignty of one's home were merged into a new Third Amendment and due process rights were merged into one Fourth Amendment. Child labor laws were added with sections banning slavery. The right to vote and all associated protections were merged into a Ninth Amendment. Two new rights were enshrined, the rights of children to exercise many of the other rights, and the right of self defense, including against tyrannical government. Two amendments were ratified in 2000, a {{W|Balanced budget amendment|balanced budget}} amendment and a mandate that government perform it duties to protect and serve the people, overriding prior {{W|Duty to rescue|English-based common law}}.

Its current form was ratified by all of the states of the Union of Everett. It has not been changed since January 5, 2000. The first seven articles establish the different parts of the government, how it is to function, its powers and the rights and powers of the states. It also provides for a system to amend the Constitution, mandates its supremacy over all other laws in the nation, and requires government officials to swear to uphold it. Article I establishes the Presidency and the executive government. Article II establishes the Legislature, and Article III establishes the Judiciary. Article IV establishes the powers and rights of the States. Article V establishes the system for amending the Constitution. Article VI prohibits persons who have engaged in treasonous acts from holding public office. Article VII establishes the Constitution's supremacy, and the requirement that all those who hold public office swear to abide by and uphold the Constitution.

A formal physical copy of the Constitution exists, written on paper in ink, and is currently held in a display at the [[Federal Center Capitol Building]]. It was written on February 1, 2000 and signed by the then President, Vice President, each member of the House of Representatives, the Senate, the nine justices of the Supreme Court and each Governor of the then 26 states of the Union.

We the People of the Union of Everett, in order to form a more perfect Union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the Union of Everett.

===Article I===

The executive Power shall be vested in a President of the Union of Everett.

He or she shall hold this office during the term of five years, and, together with the Vice President, chosen for the same term, be elected, as follows: A candidate for the office of President of the Union of Everett shall be elected by People, in a general vote, each citizen of the Union of Everett, having attained the age of eighteen years, shall have the right to vote, and each vote shall be counted. The candidate with the majority of votes in his or her favor, shall be the President of the Union of Everett.

The Congress may determine the time of the day on which the People shall give their votes; which day shall be the same throughout the Union of Everett.

No person except a natural born citizen, or a citizen of the Union of Everett, or of a territory or State at the time such a State enters the Union, or at the time of the adoption of this Constitution, shall be eligible to the Office of President; neither shall any person be eligible to that office who shall not have attained the age of thirty years, and been twenty years a resident within the Union of Everett.

The President shall, at stated times, receive for his or her services, a compensation, which shall neither be increased nor diminished during the period for which he or she shall have been elected, and he or she shall not receive within that period any other emolument from the Union of Everett, or any of them.

The President shall not serve more than two terms. The terms of the President and the Vice President shall end at noon on the 5th day of January, and the terms of their successors shall then begin.

If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. If a President shall not have been chosen before the time fixed for the beginning of his or her term, or if the President elect shall have failed to qualify, then the Vice President elect shall act as President until a President shall have qualified; and the Congress may by law provide for the case wherein neither a President elect nor a Vice President shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified.

In case of the removal of the President from office or of his or her death or resignation, the Vice President shall become President. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress. Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his or her written declaration that he or she is unable to discharge the powers and duties of his or her office, and until he or she transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his or her office, the Vice President shall immediately assume the powers and duties of the office as Acting President. Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his or her written declaration that no inability exists, he or she shall resume the powers and duties of his or her office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his or her office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his or her office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his or her office.

Before he or she enter on the execution of his office, he shall take the following Oath or Affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of President of the Union of Everett, and will to the best of my ability, preserve, protect and defend the Constitution of the Union of Everett."

The President shall be Commander in Chief of the Ground Forces, Navy, Air Force, Coast Guard and National Guard of the States, when called into actual service of the Union of Everett; he or she may require the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices, and he or she shall have power to grant reprieves and pardons for offenses against the Union of Everett, except in cases of impeachment.

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the Union of Everett; if he or she approve he or she shall sign it, but if not he or she shall return it, with his or her objections to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law. But in all such cases the votes of both Houses shall be determined by Yeas and Nays, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him or her, the same shall be a law, in like manner as if he or she had signed it, unless the Congress by their adjournment prevent its return, in which case it shall not be a law.

Every order, resolution, or vote to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment) shall be presented to the President of the Union of Everett; and before the same shall take effect, shall be approved by him or her, or being disapproved by him or her, shall be repassed by two thirds of the Senate and House of Representatives, according to the rules and limitations prescribed in the case of a bill.

The Congress shall have power to lay and collect taxes, duties, imposts and excises, from whatever source derived, to pay the debts and provide for the common defense and general welfare of the Union of Everett; but all duties, imposts and excises shall be uniform throughout the Union of Everett;

To borrow money on the credit of the Union of Everett;

To regulate commerce with foreign nations, and among the States;

To establish a uniform rule of naturalization, and uniform laws on the subject of bankruptcies throughout the Union of Everett;

To provide for the punishment of counterfeiting the securities and current coin of the Union of Everett;

To constitute tribunals inferior to the Supreme Court;

To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations;

To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years;

To provide and maintain an army, navy, and air force;

To make rules for the government and regulation of the land, air and naval forces;

To provide for calling forth the National Guard to execute the laws of the Union, suppress insurrections and repel invasions;

To provide for organizing, arming, and disciplining, the National Guard, and for governing such part of them as may be employed in the service of the Union of Everett, reserving to the States respectively, the appointment of the officers, and the authority of training the National Guard according to the discipline prescribed by Congress;

To exercise authority over all places purchased by the consent of the legislature of the State in which the same shall be, for the erection of federal facilities, buildings, courts and military installations; and

To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the Union of Everett, or in any department or officer thereof.

The ratification of the conventions of the States, shall be sufficient for the establishment of this Constitution between the States so ratifying the same.

===Article VIII===
To secure a free and fair and just society, Congress shall pass no law, and no edict shall stand, which establishes any political or economic or social system that enforces tyranny or authoritarian ideal upon the Union of Everett, any State subject to its jurisdiction or the People. By supreme authority of the Constitution, the systems of theocracy, rule by a religious authority, socialism or communism in any of its varied forms, fascism, monarchy or despotism or any form of absolute rule, globalism or any rule or authority of a foreign entity, technocracy or corporatocracy or rule by any system of business or conglomerate, is hereby outlawed.

It shall be illegal for any member of elected governance, the President, the legislature or the judiciary, or the governor of any State or territory subject to the jurisdiction of the Union of Everett, to espouse or implement any such ideological system which is contrary to the Constitution of the Union of Everett.

It shall be invalid and unlawful to implement such systems via a convention of the states or any attempt to alter the Constitution by a vote, a law or any edict.

====Amendment I====
No law, order or regulation shall be made violating the right of the People to practice any religion, or no religion, nor shall any religion be established by law, nor shall the right to speech, expression or to peaceably protest and assemble be violated, nor shall any law prohibit free association or unionization of persons, nor the ability of the People to travel.

====Amendment II====
The right of the People to keep and bear armaments shall not be infringed. The right of the People to form for the common defense of life, liberty and the pursuit of happiness, being necessary to the security of a free nation, shall not be violated.

====Amendment III====
The right of the people to be secure in their persons, houses, properties, papers, and effects, against unreasonable searches, seizures and or surveillance, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. The People shall not be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

No Soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war.

====Amendment IV====
In suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise reexamined in any court of the Union of Everett.

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him or her; to have compulsory process for obtaining witnesses in his or her favor, and to have the assistance of counsel for his or her defense.

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land, air or naval forces, or in the National Guard, when in actual service in time of war or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or liberty; nor shall be compelled in any criminal case to be a witness against himself.

====Amendment V====
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. The penalty of death shall be applicable in accordance with the law of the States, or in cases of federal jurisdiction.

No citizen of the Union of Everett shall extradited to or imprisoned in any foreign State or nation, upon accusation or indictment of any crime, known to the Union of Everett to violate the rights of persons as specified in Constitution of the Union of Everett.

====Amendment VI====
The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

====Amendment VII====
No human being, citizen or non-citizen of the Union, shall be held in involuntary servitude or slavery. Slavery shall not exist within the Union of Everett, or any place subject to their jurisdiction.

No child, a person having not yet attained the age of eighteen years, shall be held to employ in any workplace, without their consent, in any place within the jurisdiction of the Union of Everett.

====Amendment VIII====
All persons born or naturalized in the Union of Everett, and subject to the jurisdiction thereof, are citizens of the Union of Everett and of the State wherein they reside. No entity shall make or enforce any law which shall abridge the privileges or immunities of citizens of the Union of Everett; nor shall any entity deprive any person of life, liberty, equality, justice, property or happiness, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

The right of the People to be secure in their persons, homes, businesses, effects and property, to be secure in life and limb shall not be infringed, except in accordance with due process of law. The right of the People to protect and defend and to resist violations of life, liberty and or property shall not be violated.

==Government==
The United American Federation is a federal constitutional republic, with a Presidential system form of government and a bicameral legislature. Its leader is known as a President. Its government is divided into three main branches, the executive, legislative and judicial. Every American citizen aged 16 or older is eligible to vote in national elections. Every five years the nation holds national elections to vote for a new President, who runs the executive branch as head of state. Every three years elections are held for the legislative branch which the people elect Representatives and Senators who represent them in the House of Representatives and the Senate respectively. State elections are also held to elect Governors, who lead individual states, County Executives, who lead counties, and Mayors, who lead cities, towns and villages. ===Executive Branch===
The executive branch of the government carries out the daily operations, duties of governance and executes the laws of the land. The executive branch is led by the head of state known as a President. The current President of the United American Federation is Alyssa Johansen. To become President, a candidate must be a full citizen of the Federation, must be at least 30 years of age, must have no felony criminal record and cannot possess citizenship with any other nation. A full citizen is a person who was born in any of the Federation's territories, including those annexed or absorbed into the country. A person who has immigrated to the Federation and has been naturalized cannot serve as President. A President is elected by popular vote to a term of five years, and can be re-elected for any amount of terms. It is common that a President lasts three terms on average before a new President is elected. The President leads the executive branch, commands the military and signs bills passed by the legislative branch into law, or may veto bills. The executive branch is made up of many departments, each of which is tasked with running divisions, agencies and offices related to its specialized mission. The Department of Defense, for example, runs the military, while the Department of Health focuses on the health and welfare of the country. The President selects and appoints Secretaries to lead each department, and is advised by a council who represents each of them, known as the Executive Council.

===Legislature===
The legislative branch of government in the UAF is a bicameral system. It has two legislative houses known as the House of Representatives, which is often referred to as the Congress, and the Senate. Both houses may create legislation that can become law, however any bill must pass, by vote, both the Congress and the Senate. Legislators in the House of Representatives are known as Representatives or Congressmembers, and those in the Senate are known as Senators. Legislators propose, write and vote on bills, and send bills that have passed both houses to the President to be signed into law or vetoed. In the House of Representatives, bills must pass by a simply majority vote, while in the Senate bills must pass by a 60% majority vote. The legislative branch has the power to legislate any issue not specified in the Constitution, and has to power to vote on declarations of war, to remove a President from office for misdemeanor or felony criminal offenses or treason, and votes on the annual budget of the nation. Both Congressmembers and Senators are elected to a term of 5 years and can be re-elected for five total terms. To become a Congressmember or a Senator, a candidate must have been a citizen of Everett for at least 10 years, must be at least 25 years of age and must have no felony criminal record and it prohibited from possessing citizenship with any other nation. Each state in the country is assigned a set number of Congressmembers based on population, and each state gets only two Senators. The House generally provides representation for each of the citizens, while the Senate provides equal representation among the states. There are currently 154 Senators serving in the Senate, and 400 Congressmembers in the House of Representatives.

===Judiciary===
The judicial branch of government presides over legal issues in court, deciding on the constitutionality of laws or policies, or makes finalized decisions in legal suits between differing jurisdictions and or persons, such as disputes between cities, states, or between the federal government and states or individuals. The judiciary may overturn laws or policies that violate the constitution or civil rights. The Supreme Court of the judicial branch consists of nine justices who are appointed and voted onto the bench by the executive and legislative branches. Supreme Court decisions are determined by a simple majority vote of the justices. The court system of the Federation breaks down into lesser courts that disputes must first pass through before reaching the Supreme Court. These courts are federal district courts established in each state. Often, cases that start in state-level courts or municipal-level courts can end up in federal courts and end up before the Supreme Court for a final decision on the matter. A total of nine justices may serve on the Supreme Court at a time.

===Federal Assembly of States===
The Federal Assembly of States is a special convention of the states, territories and federal government, where the President often makes a speech regarding the current state of affairs of the nation, votes may be held to amend the Constitution and state Governors or their representatives may voice their opinions and concerns directly to the President and the federal legislature. Amendments to the Constitution requires a three-quarters vote of the states and a two-thirds vote of the federal legislature's Congressmembers and Senators. The Bill of Rights cannot be restricted by amendments, but can be expanded by Constitutional law, ensuring sovereignty and superiority of the rights of the people. The Federal Assembly is held once every five years, generally a year after a Presidential election.

While the Federation is led by the national federal government, the country is divided into 77 individual states. Each of the states are led by a state government with the authority and jurisdiction over the state territories and on matters not under direct jurisdiction of the federal government or the Constitution. Each state is led by a Governor, who is elected into his or her office for varied state decided terms. Similar to a Vice President, the Governor is supported by the Lieutenant Governor. Each state maintains their own state level legislatures, known as state Assemblies which many are divided between a State House of Representatives and a State Senate. Each state representative is also elected to their positions by the people for a number of terms as decided by the state. Like any legislative body, the State House and Senates decide on state level legislation which is passed to the Governor to either sign into state law or veto. Each state also maintains a Judicial branch, known as the Supreme Court of the State, led by their Justices, who are appointed by the Governor and confirmed by the state legislature. Each state has general jurisdiction of its state level, county and municipal law enforcement forces, state welfare programs, schools, state and county government centers and state departments and state taxes. The states have the rights and jurisdiction to pass state level criminal penal codes and regulate state prisons and county jails. The government has the authority to maintain a state police force which has authority and jurisdiction throughout the entire state. During times of crisis, Governors have the authority to declare states of emergency and call in for aid from the federal government to fund rebuilding processes after a disaster. Each state government has authority to maintain and regulate its registered [[Homeland Defense System]] personnel and has the right to call in military forces during times of crisis but does not have the supreme authority to command engagements with violent force without federal authorization from the President and Department of Defense. All state governments maintain a state air security service, the Air National Guard, in which trained pilots and military pilots have access to defensive military aircraft.

Autonomous territories, including Authority Zones, Autonomous Regions, Regional Tribal Nations and territorial dependencies, unlike states, have additional rights and powers due to their autonomous statuses. Some may maintain a full state national guard force and have stronger authority and jurisdiction in criminal investigations and court cases, taxing, and law and legislation passage. According to the original Union of Everett Declaration of Independence and both the original and the Second Treaty of Unity, states and autonomous territories have the rights of lawful and peaceful secession, and also serves as the system for entry of new states and territories.

====Stellar Territorial Governance====
Unlike states and other Earth-bound territories, Stellar Territories fall under the jurisdiction of the federal government. Off-world entities possess their own governance rights similar to that of municipalities to a state, authorized to maintain and establish ordinances and local-level law enforcement and can operate their own education systems. Currently only Luna Territory has a civilian population that local governance applies to. Despite being off-world, the Federation's Mars colonies have been granted statehood as the State of Ares, however interplanetary affairs are addressed by the federal government. The UAF also controls several space stations mostly containing official personnel. These answer directly to NASA or the Department of Defense, depending on the personnel.

The '''United American Federation''', also known simply as '''America''' or '''the Federation''' (abbreviated: '''UAF''' or '''AF''') is a nation located in North America and the Caribbean, encompassing most of the continent. It consists of 76 states which make up its massive 8.81 million square mile area, the largest of any country on Earth by land area. Officially established in 2056 following the collapse of the remaining United States of America, the Federation includes territories formerly of the entire [[Union of Everett]], United States, Canada, much of Mexico, Cuba, parts of the Caribbean (including the Virgin Islands, Puerto Rico, and the Bahamas) and Greenland. It shares land borders with the Mexican Republic, Guatemala, Belize and the [[Republic of Texas (EV)|Republic of Texas]], and maritime borders with Russia, Haiti, the Dominican Republic and Jamaica. The Federation consists of nations that during the 21st century suffered from economic, political and social crises, one by one being absorbed under the authority of the then Union of Everett. Ongoing turmoil in Mexico, primarily the result of [[North American Drug War|ongoing cartel wars]], led to further Mexican states seceding from the country to join Everett by the late 2020s. In 2034, the Union of Everett purchased Greenland from Denmark. After the United States collapsed under the weight of its national debt, uncontrolled spending and social unrest and political division in 2054, it was absorbed into Everett and put under temporary military authority until order could be restored. In 2056, the United States' remaining states were merged with the Union of Everett and its name was changed to the United American Federation. Further Canadian provinces seceded to join the Federation throughout the 2060s, eventually leading to a collapse of the Canadian government in 2067, leading to its complete merger with the country. The British Virgin Islands were purchased in 2071 and joined the former US Virgin Islands as the singular Virgin Islands of Virgin County, Puerto Rico. Following the devastating 2078 hurricane season, the Bahamas suffered catastrophic damage, which led to a major effort by the Federation to rebuild the island nation. ==Government==
The United American Federation is a federal constitutional republic, with a Presidential system form of government and a bicameral legislature. Its leader is known as a President. Its government is divided into three main branches, the executive, legislative and judicial. Every American citizen aged 16 or older is eligible to vote in national elections. Every five years the nation holds national elections to vote for a new President, who runs the executive branch as head of state. Every three years elections are held for the legislative branch which the people elect Representatives and Senators who represent them in the House of Representatives and the Senate respectively. State elections are also held to elect Governors, who lead individual states, County Executives, who lead counties, and Mayors, who lead cities, towns and villages. The Federation also provides autonomous governance for regional native American tribal nations, who run their own forms of government, often similar to states and counties. Politics consists of political factions called "parties" vying for political power via elections and election campaigning. ===Executive Branch===
The executive branch of the government carries out the daily operations, duties of governance and executes the laws of the land. The executive branch is led by the head of state known as a President. The current President of the United American Federation is Alyssa Johansen. To become President, a candidate must be a full citizen of the Federation, must be at least 30 years of age, must have no felony criminal record and cannot possess citizenship with any other nation. A full citizen is a person who was born in any of the Federation's territories, including those annexed or absorbed into the country. A person who has immigrated to the Federation and has been naturalized cannot serve as President. A President is elected by popular vote to a term of five years, and can be re-elected for any amount of terms. It is common that a President lasts three terms on average before a new President is elected. The President leads the executive branch, commands the military and signs bills passed by the legislative branch into law, or may veto bills. The executive branch is made up of many departments, each of which is tasked with running divisions, agencies and offices related to its specialized mission. The Department of Defense, for example, runs the military, while the Department of Health focuses on the health and welfare of the country. The President selects and appoints Secretaries to lead each department, and is advised by a council who represents each of them, known as the Executive Council.

===Legislature===
The legislative branch of government in the UAF is a bicameral system. It has two legislative houses known as the House of Representatives, which is often referred to as the Congress, and the Senate. Both houses may create legislation that can become law, however any bill must pass, by vote, both the Congress and the Senate. Legislators in the House of Representatives are known as Representatives or Congressmembers, and those in the Senate are known as Senators. Legislators propose, write and vote on bills, and send bills that have passed both houses to the President to be signed into law or vetoed. In the House of Representatives, bills must pass by a simply majority vote, while in the Senate bills must pass by a 60% majority vote. The legislative branch has the power to legislate any issue not specified in the Constitution, and has to power to vote on declarations of war, to remove a President from office for misdemeanor or felony criminal offenses or treason, and votes on the annual budget of the nation. Both Congressmembers and Senators are elected to a term of 5 years and can be re-elected for five total terms. To become a Congressmember or a Senator, a candidate must have been a citizen of Everett for at least 10 years, must be at least 25 years of age and must have no felony criminal record and it prohibited from possessing citizenship with any other nation. Each state in the country is assigned a set number of Congressmembers based on population, and each state gets only two Senators. The House generally provides representation for each of the citizens, while the Senate provides equal representation among the states. There are currently 154 Senators serving in the Senate, and 400 Congressmembers in the House of Representatives.

===Judiciary===
The judicial branch of government presides over legal issues in court, deciding on the constitutionality of laws or policies, or makes finalized decisions in legal suits between differing jurisdictions and or persons, such as disputes between cities, states, or between the federal government and states or individuals. The judiciary may overturn laws or policies that violate the constitution or civil rights. The Supreme Court of the judicial branch consists of nine justices who are appointed and voted onto the bench by the executive and legislative branches. Supreme Court decisions are determined by a simple majority vote of the justices. The court system of the Federation breaks down into lesser courts that disputes must first pass through before reaching the Supreme Court. These courts are federal district courts established in each state. Often, cases that start in state-level courts or municipal-level courts can end up in federal courts and end up before the Supreme Court for a final decision on the matter. A total of nine justices may serve on the Supreme Court at a time.

===Federal Assembly of States===
The Federal Assembly of States is a special convention of the states, territories and federal government, where the President often makes a speech regarding the current state of affairs of the nation, votes may be held to amend the Constitution and state Governors or their representatives may voice their opinions and concerns directly to the President and the federal legislature. Amendments to the Constitution requires a three-quarters vote of the states and a two-thirds vote of the federal legislature's Congressmembers and Senators. The Bill of Rights cannot be restricted by amendments, but can be expanded by Constitutional law, ensuring sovereignty and superiority of the rights of the people. The Federal Assembly is held once every five years, generally a year after a Presidential election.

While the Federation is led by the national federal government, the country is divided into 77 individual states. Each of the states are led by a state government with the authority and jurisdiction over the state territories and on matters not under direct jurisdiction of the federal government or the Constitution. Each state is led by a Governor, who is elected into his or her office for varied state decided terms. Similar to a Vice President, the Governor is supported by the Lieutenant Governor. Each state maintains their own state level legislatures, known as state Assemblies which many are divided between a State House of Representatives and a State Senate. Each state representative is also elected to their positions by the people for a number of terms as decided by the state. Like any legislative body, the State House and Senates decide on state level legislation which is passed to the Governor to either sign into state law or veto. Each state also maintains a Judicial branch, known as the Supreme Court of the State, led by their Justices, who are appointed by the Governor and confirmed by the state legislature. Each state has general jurisdiction of its state level, county and municipal law enforcement forces, state welfare programs, schools, state and county government centers and state departments and state taxes. The states have the rights and jurisdiction to pass state level criminal penal codes and regulate state prisons and county jails. The government has the authority to maintain a state police force which has authority and jurisdiction throughout the entire state. During times of crisis, Governors have the authority to declare states of emergency and call in for aid from the federal government to fund rebuilding processes after a disaster. Each state government has authority to maintain and regulate its registered [[Homeland Defense System]] personnel and has the right to call in military forces during times of crisis but does not have the supreme authority to command engagements with violent force without federal authorization from the President and Department of Defense. All state governments maintain a state air security service, the Air National Guard, in which trained pilots and military pilots have access to defensive military aircraft.

Autonomous territories, including Authority Zones, Autonomous Regions, Regional Tribal Nations and territorial dependencies, unlike states, have additional rights and powers due to their autonomous statuses. Some may maintain a full state national guard force and have stronger authority and jurisdiction in criminal investigations and court cases, taxing, and law and legislation passage. According to the original Union of Everett Declaration of Independence and both the original and the Second Treaty of Unity, states and autonomous territories have the rights of lawful and peaceful secession, and also serves as the system for entry of new states and territories.

====Stellar Territorial Governance====
Unlike states and other Earth-bound territories, Stellar Territories fall under the jurisdiction of the federal government. Off-world entities possess their own governance rights similar to that of municipalities to a state, authorized to maintain and establish ordinances and local-level law enforcement and can operate their own education systems. Currently only Luna Territory has a civilian population that local governance applies to. Despite being off-world, the Federation's Mars colonies have been granted statehood as the State of Ares, however interplanetary affairs are addressed by the federal government. The UAF also controls several space stations mostly containing official personnel. These answer directly to NASA or the Department of Defense, depending on the personnel.

The United American Federation maintains official relations with 189 nations through embassies and consulates. The country maintains official embassy or consulate presence in 188 of these countries and smaller diplomatic centers in one. The United American Federation is home to the headquarters of the United Nations building in New York City, New York and major administrative centers for several alliances and organizations.

The Federation is a member of a variety of major global organizations including the United Nations, maintaining a permanent position in the Security Council, CARICOM, the Organization of American States (OAS), SICOFAA, INTERPOL, the Pacifica Pact, the G10 and the G25. Through several of these organizations and military alliances, the Federation maintains varied close strategic and allied relations with several nations, including the Republic of Texas, France, Poland, the Republic of China, Japan and the Arabian Republic. It currently maintains uneasy relations with Russia and the [[European Union (EV)|European Union]]. It has consistently resisted efforts by globalist organizations to establish a world government for the 22nd century, concerned primarily regarding the rights of its people as many once free nations have fallen towards authoritarianism post-World War Three.

The American Federation maintains an important and vital role in geopolitical order, maintaining several disaster relief centers for Pacifica Pact Disaster Relief Agency operations in North and South America and is one of a few nations that possess large-size hospital naval vessels for providing medical assistance and disaster relief globally. The Union of Everett is divided up into administrative divisions, known as states, which form a union. Each state has its own government and capital city. There are currently 44 states and three territories in the Union of Everett as of July 19, 2020. Each state is divided up into individual counties (parishes in Louisiana and boroughs in Alaska), which have municipal local governments, numbering a total of 1,968 counties within the nation. Each county may be divided into municipal sections and cities. In 2025, the territories of American Samoa and Guam, and the acquisition of the Northern Marianas Islands from the United States, will merge to create a new 45th state, the state of Marianas.

She was elected to office on November 3, 2014 and inaugurated on January 5, 2015. She is the first female President in Everetti-American history. She initially held no [[wikipedia:Independent politician|political party]] affiliation, and rose to influence and power through her reputation in the [[United States Defense Force]] militia movement and close ties to former President Jason Harris. Prior to her Presidency, she served as a police officer in the New York City [[wikipedia:New York City Police Department|Police Department]].

Spencer was born in New York City, New York and lived most of her life in the city of [[wikipedia:White Plains, New York|White Plains]], just north of the city, in [[wikipedia:Westchester County, New York|Westchester County]], New York. She is a graduate of John Jay College of Criminal Justice in 2004, and then graduated from the New York City Police Academy in 2005. Spencer served as a police officer in the NYPD from 2005 until 2014. She decided to run for political office in 2012 as a [[wikipedia:New York State Assembly|New York State Assemblywoman]], but lost the election by a mere 172 votes. She again ran for office, this time making a run straight for the Presidency. Highly charismatic and outspoken, Kaitlyn Spencer quickly gained a following among the younger generations, and earned an endorsement from then President Harris, which rocketed her support base to victory in November of 2014. Spencer was inaugurated in January 5 2015, with her running mate inaugurated as [[Vice President of the Union of Everett|Vice President]], Adam Johansen.

As President, Spencer continued many of the policies of the previous administration, focusing efforts on continuing to redevelop the nation from the neglect of the United States, signing bills into law that established more infrastructure redevelopment and expanding the Everetti energy sector, authorizing the construction of 20 new nuclear power facilities. She signed landmark legislation securing [[LGBT Rights In The Union of Everett|LGBT rights]] in the country, a homosexual woman herself, protecting the rights to gay marriage and child adoption as well as hate crimes law. Spencer also signed into law the Second Defense Act of 2016, which repealed most gun control legislation in the country, and establishing Constitutional carry as the legal standard, negating any license requirements to carry concealed weapons in public. ==Early Life==

Kaitlyn Spencer was born on April 28, 1982, at Montefiore Medical Center in the Bronx, New York City, New York. Her mother is Elizabeth Manners, who was born in New York City in 1960. Her mother is mostly of Dutch, French and German descent. Her father is Charles Spencer, born in Boston, Massachusetts in 1958. He is mostly of English, Irish, French and Scottish descent. Spencer's parents met in college at New York University in 1980. Her father studied engineering, and her mother, nursing. The two were married in 1982 upon learning of Elizabeth's pregnancy. Her mother became a registered nurse after Kaitlyn's birth in 1982, while her father continued to attain his masters degree, later to become a construction engineer.

Spencer spent her childhood living with both parents in White Plains, New York, just 15 miles north of New York City, where both parents worked. Her mother worked as a nurse at Bellevue Hospital Center in Manhattan, New York City, and her father worked as an engineer on several major projects throughout the city, including in the rebuilding efforts of the [[New World Trade Center]]. Her father became involved in the USDF militia movement during the unrest in the United States in 1996, influenced from his friendship with then militia leader Jason Harris. From her teenage years into adulthood Spencer was influenced to be politically outspoken and influenced by militia politics. She was raised a Catholic, and most Sundays involved attending Mass. She attended schooling in the city of White Plains, and graduated from White Plains High School in 2000. Spencer came out as lesbian to her parents in 1997, while in high school, and she says they were surprisingly supportive of her.

==Family & Personal Life==
Kaitlyn Spencer is an only child. Her parents desired to have more kids, the work-life balance and later unrest in the United States left them unsure of the future. Spencer was influenced by her father's political views and involvement in the militia movement in the mid to late 1990s. Her father was close friends with then USDF leader Jason Harris and Kaitlyn had friendships with his children. As an adult and in college, Kaitlyn continued her involvement in political activism, supporting the military, law enforcement, and eventually became attracted to Libertarianism.

In May 2008, Spencer met Cassidy Baites at NYU Langone's Emergency Room after being involved in a shooting. The began dating a few weeks later. Baites at the time worked as a nurse and was in pre-med schooling, aspiring to become a doctor. The relationship continued into 2013 when they mutually proposed the idea to get married. They were officially married on August 30, 2013. The two got a pair of pet German Shepard dogs three months later, Ripper and Jackie. Her wife has since graduated medical school and is a doctor at [[Everett City Regional Medical Center]].

Kaitlyn is very athletic, with interests in gymnastics and martial arts. She is a black belt in Taekwondo and has trained in Judo and Mixed Martial Arts. She began gymnastics training when she was 9 years old and continued until she was 18. She began learning martial arts when she was 7, influenced by her father's love of training in Kung Fu. Spencer also enjoys outdoors activities, including hiking, camping, shooting firearms and has gone on hunting trips with her father on several occasions. Although she and wife Cassidy live primarily in [[East Central Park Manor]] in Everett City, they couple own a home in Ft. Lauderdale, Florida, where they intend to move to after the end of Spencer's term as President. Spencer desires to return to law enforcement, which she knows could complicate Secret Service efforts to guard her as an ex-President. Her parents have since retired to Florida.

Despite being raised Catholic, Kaitlyn lost interest in religion as a teenager and left the religion. She currently views herself as an atheist and apatheist, a person who just doesn't care whether a God exists or not.

==Education & Career==
After high school, and inspired by the events of 9/11, Kaitlyn Spencer sought to become involved in the law, and attended John Jay College of Criminal Justice in New York City. She graduated in 2004 with a bachelors degree in Police Sciences, and with a 3.7 GPA. She signed up for the New York City Police Department's Police Academy a month later. She excelled and graduated from the academy in 2005, and became a probationary police officer with the NYPD. Spencer continued to live with her parents, mainly due to the high cost of living in New York City.

She became a full police officer in 2007. In 2008, while on the job, she was involved in an officer-involved shooting against three known gang-members who had just committed a home invasion. Both she and her partner were struck by gunfire. Spencer was struck in her body armor and unharmed while her partner was struck in the leg, but survived. Two of the gang members were killed in the shooting. She met her current wife, Cassidy Baites while at the hospital. In 2010 Spencer was promoted to Detective 3rd Grade, and again to Detective 2nd Grade in 2012. Having experienced her fair share of crime and seeing life in the city, Spencer aspired to run for public office, hoping to help address many of the issues she encountered as a law enforcement officer. Her bid for State Assemblywoman failed that year, by only a fraction of votes, so she continued her career as an NYPD detective until 2014, when she made a daring move to run for President of Everett.

==Political Campaigns==

In 2012, Kaitlyn Spencer ran for New York State Assembly as a Libertarian, running on a platform of increasing funding for police, addressing homelessness, mental health care, crime victims rights and drug and substance addiction services. Kaitlyn sought to fight to expand healthcare services for people suffering from mental illness and addiction and to increase funding to address the homelessness crisis affecting cities around the state, particularly New York City. She also wanted to expand legislation to protect the rights of victims of crime and increase penalties for violent offenses. Simultaneously she advocated for the legalization of marijuana, lower taxes and changes in New York state's budgetary spending, which she believed to be "beyond excessive". Her campaign did well, but Spencer lost the election by a slim 172 votes.

In December of 2013 she decided to run for President of the Union of Everett as an Independent. Despite being told by several of her former political campaign advisers from 2012 that she had "no chance whatsoever", she did well in campaigning, starting with knocking on doors and talking to Everettis around the country how they felt about various issues in February of 2014. She toured several locations around the country, focusing on issues like crime, mental health care and infrastructure. She earned the endorsement of then President Jason Harris in August of 2014, which rocketed media attention on her as a candidate. Spencer vowed to continue to support Harris' policies and goals, advocating of further infrastructure development, expansion of industry, energy and military development. She also detailed a platform for reforming healthcare and mental care. In September she chose a running mate, Adam Johansen, who had also served in the NYPD before being appointed by President Harris as Secretary of Homeland Security. She garnered supporters from across the political spectrum with her mixture of conservative, liberal and libertarian positions. Spencer performed very well during the Presidential debates in October, and won the Presidency following the elections on November 5, 2014, with 69% of the popular vote.

Kaitlyn ran for reelection in 2019, this time with the American Liberty Party, running on reducing taxes, grow the economy, continue to foster more job creation, and continue to overhaul the infrastructure of the new state of Cuba. She also advocated a more aggressive stance toward China, which had grown to become a rival power and a growing threat to stability in the world. Spencer's campaign rallies drew large crowds, some measuring over 25,000 attendees. Kaitlyn won reelection on November 5, 2019 with 82% of the popular vote. In 2023 said announced she would run for a third and final term and currently campaigns ahead of the [[2024 Union of Everett Federal Elections|2024 Election]] Day.

==Presidency (2015-2029)==
===First 100 Days===
The inauguration of Kaitlyn Spencer as the 2nd President of Everett took place on January 5, 2015. Her first few days in office involved the signing of several executive orders focused on expanding Everett energy policies and industrial development, as well as new leases for the construction of nuclear power facilities. She also ordered the closure and dismantlement of the Guantanamo Bay naval facility in Cuba. She also ordered additional national guard and military resources to the southern borders with Mexico to assist in the growing amount of refugees and migrants crossing into Maya Coast and Yucatan as a result of the Drug War. Spencer also began efforts to appoint ministers to various offices and agencies.

===Domestic Policy===
The first bill signed into law was the [[Victims' Rights Act of 2015]], which expanded a number of rights for victims of various crimes, as well as new regulations on civil suits against victims and police officers who are justified in using force, and banned the use of the [[wikipedia:Gay panic defense|gay-panic defense]] in court proceedings. It also enhanced penalties for a variety of violent offenses. Two weeks later she signed the Marijuana Decriminalization Act, which made possession of marijuana for personal use legal across the country, including legalization of growing your own plants within a certain amount. The law also legalized prescription drug uses and expanded medical research legality. The [[Victims' Rights Act of 2016]] expanded on the first version of the law, focusing on college hazing and sexual violence, bullying in schools, and criminalized female genital mutilation. Annual nation budget bills in 2018 prioritized funding to upgrade Cuba's infrastructure, education and healthcare systems, and expand high speed rail services across the country. With the annexation of the state of Michoacán a month later, she signed legislation to overhaul the infrastructure, education and healthcare of the new state. Under her Presidency, the Union of Everett admitted a total of six new states, Cuba, Michoacán, South Dakota, Iowa, Arkansas and Wyoming. In 2018 she also signed landmark legislation codifying the legalization of gay marriage into law, 13 years after a Supreme Court decision struck down bans on gay marriage. She also signed the Healthcare Reform Act, a first stage series of reforms focused on expanding healthcare availability for Everettis, lowered costs of prescription drugs and expansion of mental healthcare funding and hospital capacity.

Within months of winning her second term, Spencer was faced with the COVID-19 pandemic. She coordinated the federal government, the national guard, the states and private industry to respond to the pandemic. She ordered the borders closed to all unnecessary travel and required quarantine periods for those who travel into the country after travelling abroad. Her administration coordinated with various companies to develop testing capabilities and vaccines in record time. She was adamantly against lockdown policies, fearing the damage that could be caused to the economy and peoples mental wellbeing, as well as to people's personal finances if they are left unable to work, in addition to general concerns about Constitutional liberties. Everett faired well as it was able to quickly restrict travel and deploy needed resources, such as N95 and other high-quality masks to those who needed them. She implemented policies to protect the elderly, which helped reduce the death toll, and took advantage of any treatment options available to further reduce harm from the virus. By summer of 2021, with vaccination in full swing and death rates low, the CDC declared the virus endemic and all regulations regarding the virus were lifted. Her administration worked with the legislature on COVID relief funds for impacted industries, particularly to tourism.

She advocated for and signed into law bills that expanded the Everetti military, including the construction of three new Ford-class aircraft carriers and development of the F-22 Raptor Mark II, a generation 5.5 enhancement of the fifth generation stealth air superiority fighter. Spencer continued to command the military in the North American Drug War, working to further degrade and destroy the drug cartels and their ability to operate in Mexico and Central America. She signed budgetary bills to continue the NASA space shuttle program and authorize a new generation of Expedition-class shuttles to replace the aging [[wikipedia:Space Shuttle program|Space Transportation System]]. She also authorized the Artemis program to return people to the moon by 2025, and the Hera Program as the foundation for the construction of an orbital "starship" that would transport humans to Mars by 2037.

===Foreign Policy===
Spencer continued Everetti policy of non-interventionism until the death of Fidel Castro in 2016. Cubans across Cuba rose up in protest against the regime, calling for an end to the communist dictatorship. While the Everetti government initially avoid becoming involved, the militia movement in the country began providing covert aid to Cuban revolutionaries. With intervention already underway through a private civilian mission, and conditions in Cuba degrading as Cubans fought against the Cuban authorities and army, Spencer managed to negotiate intervention. In 2017, as civil war broke out in Cuba, the Union of Everett declared war and began a campaign of bombing Cuban military targets and cyber attacks against Cuban authorities to disrupt their ability to combat the protesters and revolutionaries. With the Cuban government collapsed, President Spencer ordered an occupation force of Marines to work with Cuban civilians to establish an interim government, and provide aid and security to the island. Cuba became an Everetti Authority Zone in September 2017, which lasted until January 2018, where it was annexed as the 38th state.

Spencer continued the North American Drug War, negotiating with several Central American nations and South American nations to jointly operate with their militaries to eliminate drug cartel presence in their respective nations. The Mexican front came to a close in 2019 with the eradication of the cartels, and focus shifted to operations further south. Spencer developed a friendship with El Salvadorian President [[wikipedia:Nayib Bukele|Nayib Bukele]], and the two worked together to eradicate the criminal organization MS-13. Overseas, Spencer strengthened ties with NATO, but continued the policy of avoiding Middle East conflicts that had bogged the United States and NATO countries for years in North Africa and the Middle East. Spencer worked with both NATO and with Syrian President [[wikipedia:Bashar al-Assad|Bashar al-Assad]] in engagements against [[wikipedia:Islamic State|ISIS]] in Syria, and helped Assad crush rebel terror groups attempting to overthrow his country.

Kaitlyn also led the development of the Pacific Security Alliance, a NATO-like organization in the Pacific theater, to help push back against a growing threat from China. Harris was born and raised in Dallas, Texas in 1957 and spent his childhood in the Dallas-Fort Worth area. In 1975, when he turned 18 years old, he signed up to serve in the United States Army. He became a US Army Ranger in 1979 and remained in service as a Ranger until 1987. Harris received an honorable discharge and returned to Texas to enroll at the University of Texas San Antonio. He attended UT San Antonio's College of Engineering and acquired a bachelor's degree in Electrical Engineering and later a master's in Civil & Environmental Engineering. Harris graduated from the university in 1993 and began a career in construction and development of hydroelectric dams and power generation.

During his time in college, Harris became involved in various gun rights groups and veteran's groups. He developed a strong sense of patriotism from his military service and revered the Constitution of the United States. In the aftermath of the 1992 LA riots and the 1993 {{W|Waco siege}}, he became heavily involved in the rapidly growing militia movement. Outrage from the Waco Leaks in 1994 sparked militias to begin allying themselves. Jason took a notable role in coordinating a joint militia movement known as "Defenders of America", an organization with serious concerns about government corruption and abuse of power. The 25 children killed at the Waco siege became the militia movement's martyrs and a rallying cry across the nation demanded justice. The Defenders of America reorganized themselves into the [[United States Defense Force]] following attempts by the federal government to quash the modern militia movement, and Harris took a prominent role in the organization. Armed clashes between federal raids and militias took place throughout 1994 and 1995. In the aftermath of the Oklahoma City bombing, the federal government attempted to wage war on the USDF resulting in violent clashes across the country well into 1996. Jason Harris led the USDF in 1996 against what he called "a rogue regime willing to slaughter its own people", eventually forcing the resignation of then-President Bill Clinton.
