The President of Astoria is the head of state and head of government of the Republic of Astoria and the head of the executive branch of the Government of Astoria. Within the context of the Astorian political system, the presidency is the highest ranking office in the country's government ahead of its deputy, the Vice President.

The powers, functions and responsibilities of the presidency have changed and shifted throughout Astoria's history, but in the modern era the President of Astoria is the head of the executive branch of the Astorian government, commander-in-chief of the Astorian Armed Forces, and plays a major role in the country's national defense and foreign policy.

The current president is Brendan Shepard of the National Democratic Party, first elected in 2018. He was re-elected to a second term in the 2022 presidential election

Role

Astoria is a federal presidential constitutional republic which grants the position of the President as the head of state and head of government of the Republic of Astoria. The President of Astoria maintains various executive powers that are enshrined in the Constitution of Astoria. Although the head of state and of government, the position of the President is separate from the legislative and judicial branches, maintaining the independence of the National Congress and the Supreme Court that forms an integral part of the Astorian governmental process.

Like other heads of state and government among member states of the Conference of American States, the President of Astoria is able to appoint the country's Minister of the American Council to represent Astoria on a Pan-American level. The president can also appoint who will serve as Astoria's permanent representative to the League of Nations.

The President is the head of the National Security Council as well as the honorary chair of the Cabinet of Astoria where he is assisted by a body of political advisors that assist them and the First Minister in governing the country. The President has the authority to bring the nation into war and get it involved in armed conflicts, but typically requires the permission of Parliament to declare war and to acquire approval for international military interventions such as in 2004 when TBD sought approval from Parliament for Astorian involvement in the Anglo-American invasion of Syria.

Powers

The Constitution of Astoria grants the following powers to the presidency;

  • The President is the Commander-in-Chief of the Armed Forces and can both appoint and remove generals and officials of the armed forces, the Secretary of Defense and Mobilization, and Chief of the General Staff and chiefs of staff of all branches of the armed forces.
  • The President nominates, and with the consent of the Senate, appoints the chief justice and associate justices of the Supreme Court of Astoria judges of lower federal courts.
  • The President can declare a state of emergency and convene Parliament (if not already in session) in extraordinary circumstances.

Election

The President of Astoria is elected through the Electoral College of Astoria, which is constitutionally mandated to form every four years to elect the president and vice president. Delegates to the Electoral College are indirectly elected by the electorate, who on Election Day choose electors based upon how they've pledged to vote for president and vice president. In four of the seven states of Astoria, faithless electors, or electors who vote against their pledged candidate, are prohibited.

Each state is constitutional prescribed electors based on congressional representation; states with larger congressional delegations receive more representation in the Electoral College than states with smaller congressional delegations. A majority of electoral votes, 60 electoral votes or more, is required to elect the president and vice president. In the event a majority is not reached, than a contingent election for the president and vice president is held in the House of Representatives and the Senate respectively.

Astoria is one of two countries that employs an electoral college system similar to the former United States, along with the Antilles, or United Commonwealth of America. The suitability of the Electoral College is a matter of ongoing debate in Astorian politics, with supporters maintaining that the system allows proper representation of states and is a preventive measure against threats to democracy while critics have pointed out the system can conflict with the popular will of the people and is inherently undemocratic.
