The provinces of Waynakhia (Waynakh: Waynexaçönan prowensaş) are the first level administrative divisions of Waynakhia. Since 1 January 2022, Waynakhia has included 24 provinces, as well as 2 city regions which have a status equal to that of the provinces.
A province in Waynakhia is composed of many local government areas (LGAs). Usually, several provinces together form a region, which is a non-official but de facto administrative area (regions are not legally defined, though are used and mentioned by the government for administration purposes). City regions function in a similar way, though their LGAs are city districts, rather than one or more individual settlements. All provinces are directly subordinated to the national government; there are no autonomous provinces. The provinces and city regions are responsible for the majority of public services, such as education and schools, hospitals and healthcare, ambulance service, police service and law enforcement, fire service, public transport, maintenance of non-highway roads, and administration of non-state nature reserves.
The provincial system of Waynakhia was established in 2001. At the time, the country was divided into units known as districts; some of these were merged at the beginning of the provincial system, creating the original 21 provinces of the country. The number of provinces in Waynakhia remained here until the 2019 Local Government Reform, which reorganised the provinces through a series of mergers and splits erasing some old provinces and creating new ones. This increased the number of provinces in Waynakhia to 27. However, after a referendum due to issues arising from the reform, Kurçala Province was abolished on 1 January 2022, with its territory split between Şela Province and Noxçi-Moxk Province, reducing the number of provinces to 26.
According to the Reform, each province is headed by a Provincial President, who is assisted by the Provincial Council. The Provincial President is elected by all residents of the province; the Provincial Council is elected when residents of second-level LGAs and (when relevant) third-level LGAs elect local councillors, and the local councillors in the province form the Council.
