Kaitlyn Spencer was born on April 28, 1982, at Montefiore Medical Center in the Bronx, New York City, New York. Her mother is Elizabeth Manners, who was born in New York City in 1960. Her mother is mostly of Dutch, French and German descent. Her father is Charles Spencer, born in Boston, Massachusetts in 1958. He is mostly of English, Irish, French and Scottish descent. Spencer's parents met in college at New York University in 1980. Her father studied engineering, and her mother, nursing. The two were married in 1982 upon learning of Elizabeth's pregnancy. Her mother became a registered nurse after Kaitlyn's birth in 1982, while her father continued to attain his masters degree, later to become a construction engineer.

She attended schooling in the city of White Plains, and graduated from White Plains High School in 2000. Spencer came out as lesbian to her parents in 1997, while in high school, and she says they were surprisingly supportive of her.

Kaitlyn Spencer is an only child. Her parents desired to have more kids, the work-life balance and later unrest in the United States left them unsure of the future. Spencer was influenced by her father's political views and involvement in the militia movement in the mid to late 1990s. Her father was close friends with then USDF leader Jason Harris and Kaitlyn had friendships with his children. They were officially married on August 30, 2013. The two got a pair of pet German Shepard dogs three months later, Ripper and Jackie. Kaitlyn is very athletic, with interests in gymnastics and martial arts. She is a black belt in Taekwondo and has trained in Judo and Mixed Martial Arts. She began gymnastics training when she was 9 years old and continued until she was 18. She began learning martial arts when she was 7, influenced by her father's love of training in Kung Fu. Spencer also enjoys outdoors activities, including hiking, camping, shooting firearms and has gone on hunting trips with her father on several occasions. Although she and wife Cassidy live primarily in [[East Central Park Manor]] in Everett City, they couple own a home in Ft. Lauderdale, Florida, where they intend to move to after the end of Spencer's term as President. Kaitlyn Spencer is noted for her assaulting of a Saudi Royal prince following a United Nations meeting in New York City. The Saudi prince spoke out against the Union of Everett being run by a woman and usurping authority over men. Spencer had assaulted the prince outside of the UN building, knocking the prince unconscious and followed the strike by spitting on him, following his reported cursing of Spencer for being a lesbian with a derogatory remark in Arabic. The prince had reportedly lost a molar tooth as well. The result was severe tensions between the Union of Everett and Saudi Arabia and a shocking and significant rise in public support of Spencer among the youth, homosexual communities, military troops and feminist movements. As more incidents occurred in Saudi Arabia regarding executions of gays and abuse of women, Spencer continued to lash out against the country. Of all countries in which Spencer targets during speeches about various human rights issues, Saudi Arabia is the most verbally attacked. Several terms used by Spencer against Saudi officials and laws have included "scumbags", "terrorists", "genocidal maniacs", "perpetrators of hate and violence" and "women bashers".
After high school, and inspired by the events of 9/11, Kaitlyn Spencer sought to become involved in the law, and attended John Jay College of Criminal Justice in New York City. She graduated in 2004 with a bachelors degree in Police Sciences, and with a 3.7 GPA. She signed up for the New York City Police Department's Police Academy a month later. She excelled and graduated from the academy in 2005, and became a probationary police officer with the NYPD. Spencer continued to live with her parents, mainly due to the high cost of living in New York City.


====Osama bin Laden & Al-Qaeda====
She became a full police officer in 2007. In 2008, while on the job, she was involved in an officer-involved shooting against three known gang-members who had just committed a home invasion. Both she and her partner were struck by gunfire. Spencer was struck in her body armor and unharmed while her partner was struck in the leg, but survived. Two of the gang members were killed in the shooting. She met her current wife, Cassidy Baites while at the hospital. In 2010 Spencer was promoted to Detective 3rd Grade, and again to Detective 2nd Grade in 2012. Having experienced her fair share of crime and seeing life in the city, Spencer aspired to run for public office, hoping to help address many of the issues she encountered as a law enforcement officer. Her bid for State Assemblywoman failed that year, by only a fraction of votes, so she continued her career as an NYPD detective until 2014, when she made a daring move to run for President of Everett.
Before the capture and later execution of Osama bin Laden in May 2011, Spencer had repeatedly called out bin Laden on multiple statements bin Laden made which he believed validated his claims to launching terrorist Jihad against the West. Spencer had openly condemned varied terror organization including Al-Qaeda but also Palestinian Hamas, Lebanese Hezbollah and Somali Al-Shabaab. She had made threats of violence and retaliation against future attacks by the groups and followed up on her promises when terror attacks were launched. The 2009 Hamas rocket attacks against Israel lead Spencer to threatening a full force retaliation against Hamas' organization and later after the attacks by Hamas, the Union of Everett and Israel joined forces in an attempt to destroy Hamas. Spencer coordinated and commanded the 2011 Pakistan operation against Osama bin Laden's compound and Militant Forces teams successfully captured him alive. While in capture, it was later reported that bin Laden had been tortured for information about Al Qaeda cells, locations and operations. In the following months before his September 11, 2011 execution, Union of Everett forces and combined Security Alliance forces managed to launch devastating blows to Al-Qaeda and its allies. After bin Laden's execution, Spencer made a statement, echoing Barack Obama's comments that "Justice has been done" with "Terrorism buys you a trip to hell with a bullet in the skull".

President Spencer has varied political and other affiliations. She is a registered member of the [[wikipedia:National Rifle Association|National Rifle Association]] (NRA), a strong supporter of the [[wikipedia:American Civil Liberties Union|American Civil Liberties Union]] (ACLU), is a member of the [[wikipedia:Fraternal Order of Police|Fraternal Order of Police]] (FOP) and is an honorary member of the military and law enforcement organization [[wikipedia:Oath Keepers|Oath Keepers]] and has announced her official support and abiding of the Oath Keepers oaths. In 2012, Kaitlyn Spencer ran for New York State Assembly as a Libertarian, running on a platform of increasing funding for police, addressing homelessness, mental health care, crime victims rights and drug and substance addiction services. Kaitlyn sought to fight to expand healthcare services for people suffering from mental illness and addiction and to increase funding to address the homelessness crisis affecting cities around the state, particularly New York City. She also wanted to expand legislation to protect the rights of victims of crime and increase penalties for violent offenses. Simultaneously she advocated for the legalization of marijuana, lower taxes and changes in New York state's budgetary spending, which she believed to be "beyond excessive". Her campaign did well, but Spencer lost the election by a slim 721 votes.


Spencer is also notable for her affiliations with members of the hacker collective, [[wikipedia:Anonymous (group)|Anonymous]] and leaks reported state the federal government has at times employed members of Anonymous to provide support against mutual enemies of both the federal government and the Anonymous collective. Kaitlyn Spencer is involved in a homosexual relationship with her lesbian partner of 11 years, Cassidy Baites, who both live together in the Presidential Manor in Everett City. Spencer and Baites are yet to be married and both have admitted plans to do so in the future. The President often partakes in hobbies including sport shooting, hiking, swimming and is an avid video gamer. She has trained in martial arts since the summer of 2011, with celebrity martial artist Christine Fletcher.  
The first bill signed into law was the [[Victims' Rights Act of 2015]], which expanded a number of rights for victims of various crimes, as well as new regulations on civil suits against victims and police officers who are justified in using force, and banned the use of the [[wikipedia:Gay panic defense|gay-panic defense]] in court proceedings. It also enhanced penalties for a variety of violent offenses. Two weeks later she signed the Marijuana Decriminalization Act, which made possession of marijuana for personal use legal across the country, including legalization of growing your own plants within a certain amount. The law also legalized prescription drug uses and expanded medical research legality. The [[Victims' Rights Act of 2016]] expanded on the first version of the law, focusing on college hazing and sexual violence, bullying in schools, and criminalized female genital mutilation. Annual nation budget bills in 2018 prioritized funding to upgrade Cuba's infrastructure, education and healthcare systems, and expand high speed rail services across the country. With the annexation of the state of Michoacán a month later, she signed legislation to overhaul the infrastructure, education and healthcare of the new state. Under her Presidency, the Union of Everett admitted a total of six new states, Cuba, Michoacán, South Dakota, Iowa, Arkansas and Wyoming. In 2018 she also signed landmark legislation codifying the legalization of gay marriage into law, 13 years after a Supreme Court decision struck down bans on gay marriage. She also signed the Healthcare Reform Act, a first stage series of reforms focused on expanding healthcare availability for Everettis, lowered costs of prescription drugs and expansion of mental healthcare funding and hospital capacity.


During her Presidential vacations for two weeks per year, Spencer often visits both crowded and remote locations, along with her girlfriend to places including Orlando, Florida; Las Vegas, Nevada in the United States; Cancun, Yucatan; Bermuda, Hawaii, Virgin County, Puerto Rico (the Virgin Islands) and international destinations including Tokyo, Japan and Fiji, spending time beach-going or staying on resorts.  
Within months of winning her second term, Spencer was faced with the COVID-19 pandemic. She coordinated the federal government, the national guard, the states and private industry to respond to the pandemic. She ordered the borders closed to all unnecessary travel and required quarantine periods for those who travel into the country after travelling abroad. Her administration coordinated with various companies to develop testing capabilities and vaccines in record time. She was adamantly against lockdown policies, fearing the damage that could be caused to the economy and peoples mental wellbeing, as well as to people's personal finances if they are left unable to work, in addition to general concerns about Constitutional liberties. Everett faired well as it was able to quickly restrict travel and deploy needed resources, such as N95 and other high-quality masks to those who needed them. She implemented policies to protect the elderly, which helped reduce the death toll, and took advantage of any treatment options available to further reduce harm from the virus. By summer of 2021, with vaccination in full swing and death rates low, the CDC declared the virus endemic and all regulations regarding the virus were lifted. Her administration worked with the legislature on COVID relief funds for impacted industries, particularly to tourism.  


Although an Atheist, Spencer spends time with family and friends, including family of Cassidy, during the holidays, celebrating Christmas, New Years, Thanksgiving, Easter, Halloween, the Fourth of July (Independence Day) and birthdays.  
She advocated for and signed into law bills that expanded the Everetti military, including the construction of three new Ford-class aircraft carriers and development of the F-22 Raptor Mark II, a generation 5.5 enhancement of the fifth generation stealth air superiority fighter. Spencer continued to command the military in the North American Drug War, working to further degrade and destroy the drug cartels and their ability to operate in Mexico and Central America. She signed budgetary bills to continue the NASA space shuttle program and authorize a new generation of Expedition-class shuttles to replace the aging [[wikipedia:Space Shuttle program|Space Transportation System]]. She also authorized the Artemis program to return people to the moon by 2025, and the Hera Program as the foundation for the construction of an orbital "starship" that would transport humans to Mars by 2037.

Spencer continued Everetti policy of non-interventionism until the death of Fidel Castro in 2016. Cubans across Cuba rose up in protest against the regime, calling for an end to the communist dictatorship. While the Everetti government initially avoid becoming involved, the militia movement in the country began providing covert aid to Cuban revolutionaries. With intervention already underway through a private civilian mission, and conditions in Cuba degrading as Cubans fought against the Cuban authorities and army, Spencer managed to negotiate intervention. In 2017, as civil war broke out in Cuba, the Union of Everett declared war and began a campaign of bombing Cuban military targets and cyber attacks against Cuban authorities to disrupt their ability to combat the protesters and revolutionaries. With the Cuban government collapsed, President Spencer ordered an occupation force of Marines to work with Cuban civilians to establish an interim government, and provide aid and security to the island. Cuba became an Everetti Authority Zone in September 2017, which lasted until January 2018, where it was annexed as the 38th state.
 
Spencer continued the North American Drug War, negotiating with several Central American nations and South American nations to jointly operate with their militaries to eliminate drug cartel presence in their respective nations. The Mexican front came to a close in 2019 with the eradication of the cartels, and focus shifted to operations further south. Spencer developed a friendship with El Salvadorian President [[wikipedia:Nayib Bukele|Nayib Bukele]], and the two worked together to eradicate the criminal organization MS-13. Overseas, Spencer strengthened ties with NATO, but continued the policy of avoiding Middle East conflicts that had bogged the United States and NATO countries for years in North Africa and the Middle East. Spencer worked with both NATO and with Syrian President [[wikipedia:Bashar al-Assad|Bashar al-Assad]] in engagements against [[wikipedia:Islamic State|ISIS]] in Syria, and helped Assad crush rebel terror groups attempting to overthrow his country.
 
Kaitlyn also led the development of the Pacific Security Alliance, a NATO-like organization in the Pacific theater, to help push back against a growing threat from China. Her work strengthened military and economic ties with countries like Japan, South Korea, India and Taiwan. The Spencer administration considers China to be the primary concern in regards to national and international stability and security, and has advocated domestic and international policies that decouple economic dependence on China for manufacturing of goods. The COVID-19 pandemic supply chain disruptions further justified Spencer's position. In regards to Russia, Spencer attempted to improve relations with the country, believing that "efforts must be made to end the Cold War era mindset". However, with the [[wikipedia:Russo-Ukrainian War|Russian invasion of Ukraine]] in 2022, the administration levied sanctions and pulled back formal relations.

Kaitlyn Rachel Spencer (born April 28, 1982) is an Everetti politician who serves as the 2nd and current President of the Union of Everett. She was elected to office on November 3, 2014 and inaugurated on January 5, 2015. She is the first female President in Everetti-American history. She holds no political party affiliation, and rose to influence and power through her reputation in the United States Defense Force militia movement and close ties to former President Jason Harris. Prior to her Presidency, she served as a police officer in the New York City Police Department.

Spencer was born in New York City, New York and lived most of her life in the city of White Plains, just north of the city, in Westchester County, New York. She is a graduate of John Jay College of Criminal Justice in 2004, and then graduated from the New York City Police Academy in 2005. Spencer served as a police officer in the NYPD from 2005 until 2014. She decided to run for political office in 2012 as a New York State Assemblywoman, but lost the election by a mere 172 votes. She again ran for office, this time making a run straight for the Presidency. Highly charismatic and outspoken, Kaitlyn Spencer quickly gained a following among the younger generations, and earned an endorsement from then President Harris, which rocketed her support base to victory in November of 2014. Spencer was inaugurated in January 5 2015, with her running mate inaugurated as Vice President, Adam Johansen.

As President, Spencer continued many of the policies of the previous administration, focusing efforts on continuing to redevelop the nation from the neglect of the United States, signing bills into law that established more infrastructure redevelopment and expanding the Everetti energy sector, authorizing the construction of 20 new nuclear power facilities. She signed landmark legislation securing LGBT rights in the country, a homosexual woman herself, protecting the rights to gay marriage and child adoption as well as hate crimes law. Spencer also signed into law the Second Defense Act of 2016, which repealed most gun control legislation in the country, and establishing Constitutional carry as the legal standard, negating any license requirements to carry concealed weapons in public. In 2017 Spencer created the Homeland Defense System, a new agency with the military and the Department of Homeland Security to reinforce the country's domestic security, by coordinating militia groups with the government to respond to threats and disasters in the country.

Cuba was annexed as a state under her administration after a short interventionist war against the Castro regime in support of Cuban citizens revolting against the communist government. Somewhat controversial, contrasted with Everett's general policy against interventionism, heavy pressure from the Cuban community within Everett and the fact Cuba was a mere 90 miles from Everetti territory, the Spencer administration was able to successfully justify the war. In 2018, the Mexican state of Michoacán was annexed after it requested admission into the Union amid decaying conditions in Mexico's governance. Cuba and Michoacán became the 38th and 39th states of the Union. Her administration continued the North American Drug War, pushing cartels out of Michoacán. Spencer successfully negotiated with Central American countries to authorize joint operations and drug cartels across the region, costing the cartels billions of dollars in lost product, manpower and equipment. Under her leadership, drug-related deaths and drug-related crime dramatically decreased in Everett and the United States.

After winning reelection in 2019, Spencer was faced with the COVID-19 pandemic in January 2020. She took swift action to shut down the borders to unnecessary international travel and activated the full force of the federal government and the military to aid in fighting the disease. She chose against lockdown policies, while most nations enforced them. Vaccines and testing capabilities were developed in record speed as the government and private industry coordinated a war-time effort to fight the virus. With the Russian invasion of Ukraine in 2022, the Spencer administration responded with sanctions, but chose to otherwise not involve itself with the conflict. Spencer strengthened alliances with countries around the world in the response to the administration's perceived growing aggression of the Chinese government. She negotiated a joint treaty with Japan, South Korea, Australia, New Zealand, the Philippines, the United States, Taiwan and India to form the Pacific Security Alliance to counter China. Kaitlyn also focused her second term on expanding Everett's economy to stay ahead of the Chinese economy, and lessons learned from pandemic supply chain disruptions, focused efforts to expand manufacturing and industry in the country, and creating better jobs in the southern states of Maya Coast, Yucatan and Cuba, as well as, regional industrial development in Central America and Mexico to help boost regional economies.

Kaitlyn Spencer was born on April 28, 1982, at Montefiore Medical Center in the Bronx, New York City, New York. Her mother is Elizabeth Manners, who was born in New York City in 1960. Her mother is mostly of Dutch, French and German descent. Her father is Charles Spencer, born in Boston, Massachusetts in 1958. He is mostly of English, Irish, French and Scottish descent. Spencer's parents met in college at New York University in 1980. Her father studied engineering, and her mother, nursing. The two were married in 1982 upon learning of Elizabeth's pregnancy. Her mother became a registered nurse after Kaitlyn's birth in 1982, while her father continued to attain his masters degree, later to become a construction engineer.

Spencer spent her childhood living with both parents in White Plains, New York, just 15 miles north of New York City, where both parents worked. Her mother worked as a nurse at Bellevue Hospital Center in Manhattan, New York City, and her father worked as an engineer on several major projects throughout the city, including in the rebuilding efforts of the New World Trade Center. Her father became involved in the USDF militia movement during the unrest in the United States in 1996, influenced from his friendship with then militia leader Jason Harris. From her teenage years into adulthood Spencer was influenced to be politically outspoken and influenced by militia politics. She was raised a Catholic, and most Sundays involved attending Mass. She attended schooling in the city of White Plains, and graduated from White Plains High School in 2000. Spencer came out as lesbian to her parents in 1997, while in high school, and she says they were surprisingly supportive of her.

Family & Personal Life

Kaitlyn Spencer is an only child. Her parents desired to have more kids, the work-life balance and later unrest in the United States left them unsure of the future. Spencer was influenced by her father's political views and involvement in the militia movement in the mid to late 1990s. Her father was close friends with then USDF leader Jason Harris and Kaitlyn had friendships with his children. As an adult and in college, Kaitlyn continued her involvement in political activism, supporting the military, law enforcement, and eventually became attracted to Libertarianism.

In May 2008, Spencer met Cassidy Baites at NYU Langone's Emergency Room after being involved in a shooting. The began dating a few weeks later. Baites at the time worked as a nurse and was in pre-med schooling, aspiring to become a doctor. The relationship continued into 2013 when they mutually proposed the idea to get married. They were officially married on August 30, 2013. The two got a pair of pet German Shepard dogs three months later, Ripper and Jackie. Her wife has since graduated medical school and is a doctor at Everett City Regional Medical Center.

Kaitlyn is very athletic, with interests in gymnastics and martial arts. She is a black belt in Taekwondo and has trained in Judo and Mixed Martial Arts. She began gymnastics training when she was 9 years old and continued until she was 18. She began learning martial arts when she was 7, influenced by her father's love of training in Kung Fu. Spencer also enjoys outdoors activities, including hiking, camping, shooting firearms and has gone on hunting trips with her father on several occasions. Although she and wife Cassidy live primarily in East Central Park Manor in Everett City, they couple own a home in Ft. Lauderdale, Florida, where they intend to move to after the end of Spencer's term as President. Spencer desires to return to law enforcement, which she knows could complicate Secret Service efforts to guard her as an ex-President. Her parents have since retired to Florida.

Despite being raised Catholic, Kaitlyn lost interest in religion as a teenager and left the religion. She currently views herself as an atheist and apatheist, a person who just doesn't care whether a God exists or not.

Education & Career

After high school, and inspired by the events of 9/11, Kaitlyn Spencer sought to become involved in the law, and attended John Jay College of Criminal Justice in New York City. She graduated in 2004 with a bachelors degree in Police Sciences, and with a 3.7 GPA. She signed up for the New York City Police Department's Police Academy a month later. She excelled and graduated from the academy in 2005, and became a probationary police officer with the NYPD. Spencer continued to live with her parents, mainly due to the high cost of living in New York City.

She became a full police officer in 2007. In 2008, while on the job, she was involved in an officer-involved shooting against three known gang-members who had just committed a home invasion. Both she and her partner were struck by gunfire. Spencer was struck in her body armor and unharmed while her partner was struck in the leg, but survived. Two of the gang members were killed in the shooting. She met her current wife, Cassidy Baites while at the hospital. In 2010 Spencer was promoted to Detective 3rd Grade, and again to Detective 2nd Grade in 2012. Having experienced her fair share of crime and seeing life in the city, Spencer aspired to run for public office, hoping to help address many of the issues she encountered as a law enforcement officer. Her bid for State Assemblywoman failed that year, by only a fraction of votes, so she continued her career as an NYPD detective until 2014, when she made a daring move to run for President of Everett.

In 2012, Kaitlyn Spencer ran for New York State Assembly as a Libertarian, running on a platform of increasing funding for police, addressing homelessness, mental health care, crime victims rights and drug and substance addiction services. Kaitlyn sought to fight to expand healthcare services for people suffering from mental illness and addiction and to increase funding to address the homelessness crisis affecting cities around the state, particularly New York City. She also wanted to expand legislation to protect the rights of victims of crime and increase penalties for violent offenses. Simultaneously she advocated for the legalization of marijuana, lower taxes and changes in New York state's budgetary spending, which she believed to be "beyond excessive". Her campaign did well, but Spencer lost the election by a slim 721 votes.

In December of 2013 she decided to run for President of the Union of Everett as an Independent. Despite being told by several of her former political campaign advisers from 2012 that she had "no chance whatsoever", she did well in campaigning, starting with knocking on doors and talking to Everettis around the country how they felt about various issues in February of 2014. She toured several locations around the country, focusing on issues like crime, mental health care and infrastructure. She earned the endorsement of then President Jason Harris in August of 2014, which rocketed media attention on her as a candidate. Spencer vowed to continue to support Harris' policies and goals, advocating of further infrastructure development, expansion of industry, energy and military development. She also detailed a platform for reforming healthcare and mental care. In September she chose a running mate, Adam Johansen, who had also served in the NYPD before being appointed by President Harris as Secretary of Homeland Security. She garnered supporters from across the political spectrum with her mixture of conservative, liberal and libertarian positions. Spencer performed very well during the Presidential debates in October, and won the Presidency following the elections on November 5, 2014, with 69% of the popular vote.

In 2018 she also signed landmark legislation codifying the legalization of gay marriage into law, 13 years after a Supreme Court decision struck down bans on gay marriage. She also signed the Healthcare Reform Act, a first stage series of reforms focused on expanding healthcare availability for Everettis, lowered costs of prescription drugs and expansion of mental healthcare funding and hospital capacity.

Within months of winning her second term, Spencer was faced with the COVID-19 pandemic. She coordinated the federal government, the national guard, the states and private industry to respond to the pandemic. She ordered the borders closed to all unnecessary travel and required quarantine periods for those who travel into the country after travelling abroad. Her administration coordinated with various companies to develop testing capabilities and vaccines in record time. She was adamantly against lockdown policies, fearing the damage that could be caused to the economy and peoples mental wellbeing, as well as to people's personal finances if they are left unable to work, in addition to general concerns about Constitutional liberties. Everett faired well as it was able to quickly restrict travel and deploy needed resources, such as N95 and other high-quality masks to those who needed them. She implemented policies to protect the elderly, which helped reduce the death toll, and took advantage of any treatment options available to further reduce harm from the virus. By summer of 2021, with vaccination in full swing and death rates low, the CDC declared the virus endemic and all regulations regarding the virus were lifted. Her administration worked with the legislature on COVID relief funds for impacted industries, particularly to tourism.

She advocated for and signed into law bills that expanded the Everetti military, including the construction of three new Ford-class aircraft carriers and development of the F-22 Raptor Mark II, a generation 5.5 enhancement of the fifth generation stealth air superiority fighter. Spencer continued to command the military in the North American Drug War, working to further degrade and destroy the drug cartels and their ability to operate in Mexico and Central America. She signed budgetary bills to continue the NASA space shuttle program and authorize a new generation of Expedition-class shuttles to replace the aging Space Transportation System. She also authorized the Artemis program to return people to the moon by 2025, and the Hera Program as the foundation for the construction of an orbital "starship" that would transport humans to Mars by 2037.

Foreign Policy

Spencer continued Everetti policy of non-interventionism until the death of Fidel Castro in 2016. Cubans across Cuba rose up in protest against the regime, calling for an end to the communist dictatorship. While the Everetti government initially avoid becoming involved, the militia movement in the country began providing covert aid to Cuban revolutionaries. With intervention already underway through a private civilian mission, and conditions in Cuba degrading as Cubans fought against the Cuban authorities and army, Spencer managed to negotiate intervention. In 2017, as civil war broke out in Cuba, the Union of Everett declared war and began a campaign of bombing Cuban military targets and cyber attacks against Cuban authorities to disrupt their ability to combat the protesters and revolutionaries. With the Cuban government collapsed, President Spencer ordered an occupation force of Marines to work with Cuban civilians to establish an interim government, and provide aid and security to the island. Cuba became an Everetti Authority Zone in September 2017, which lasted until January 2018, where it was annexed as the 38th state.

Spencer continued the North American Drug War, negotiating with several Central American nations and South American nations to jointly operate with their militaries to eliminate drug cartel presence in their respective nations. The Mexican front came to a close in 2019 with the eradication of the cartels, and focus shifted to operations further south. Spencer developed a friendship with El Salvadorian President Nayib Bukele, and the two worked together to eradicate the criminal organization MS-13. Overseas, Spencer strengthened ties with NATO, but continued the policy of avoiding Middle East conflicts that had bogged the United States and NATO countries for years in North Africa and the Middle East. Spencer worked with both NATO and with Syrian President Bashar al-Assad in engagements against ISIS in Syria, and helped Assad crush rebel terror groups attempting to overthrow his country.

Kaitlyn also led the development of the Pacific Security Alliance, a NATO-like organization in the Pacific theater, to help push back against a growing threat from China. Her work strengthened military and economic ties with countries like Japan, South Korea, India and Taiwan. The Spencer administration considers China to be the primary concern in regards to national and international stability and security, and has advocated domestic and international policies that decouple economic dependence on China for manufacturing of goods. The COVID-19 pandemic supply chain disruptions further justified Spencer's position. In regards to Russia, Spencer attempted to improve relations with the country, believing that "efforts must be made to end the Cold War era mindset". However, with the Russian invasion of Ukraine in 2022, the administration levied sanctions and pulled back formal relations.
