History
The need for a unified capital building was apparent immediately after the Federation's founding. In 1976, meetings of the Corporate Board rotated between Tokyo and Seoul every four months. This resulted in high travel costs, and an increased level of inefficiency in the Federal Government. As part of the plan to centralize and consolidate government, Pyongyang, a relatively small city in the former Republic of Korea was selected as the new national capital, and renamed Seogyeong. All functions of the Federal Government were to be relocated there, and the city was to be completely rebuilt with a modern design. Design began on an executive office building fit for the new modern design of the city, and construction began in 1979 on the Federation Center building. It was completed in 1986, in time for the Decennial celebrations of the East Asian Federation.
Locale
The building is located in Pyongyang Square, dedicated to the history of the city before the Federation, east of the Taedong River on Eisenhower Avenue. Between the Center and the Riverfront is the Avenue of the Federation, a pedestrian mall lined with the flags of the ninety-one prefectures, fourty five on each side of the street, and two Flags of Seogyeong Prefecture at the Square's end of the street, on either side of the Flag of the East Asian Federation.
Access
Federation Center's primary public entrance is accessible from Eisenhower Avenue. It is also located above Federation Center station on lines Three and Six of the Seogyeong Metropolitan Subway. Important officials can also access the building by helicopter, via a helipad on the roof.
