For the majority of its history, between the 14th and mid-18th centuries, it existed as a decentralized union between the three star systems of Polytinaris, with significant degrees of power devolved to its member worlds. Levels of autonomy were enough to the point where some planets, notably the aerlon home world of [[Tertan]], had multiple semi-independent countries on them; the Commonwealth’s government at that time existed more as an organization dedicated to upholding laws and promoting social and cultural cooperation.
