American Council
The American Council is an organ of the Conference of American States (CAS) that sets the political priorities of the bloc, coordinates policies with national governments, reviews legislation from the American Parliament, and oversees common foreign and defense policies of the CAS. It is composed of 15 members known as ministers, each of them appointed by one of the CAS member countries, and is headed by the President of the American Council which is an office that rotates among ministers for six-month terms. Together with the American Parliament it is one of the two components of the legislative process of the CAS and is comparable to the upper house of a national legislature.

The Council first existed informally as a meeting of heads of state and government since the Conference's founding in 1966 by the Treaty of Seattle. The 1996 Treaty of Lincoln created the formal existence of the American Council as a distinct organization with specifically appointed ministers, not current heads of state and government.
