The Tondolese are the people native to and/or are citizens of Tondo. Tondolese come from various Austronesian ethnolinguistic groups, though some are of Chinese or European ancestry. There are 80–200 native languages in Tondo. The largest subgroup of Tondolese are Tagalog-speaking Tondolese, who comprise up to 30–40% of the total population; the second and third largest subgroups are Visayans and Ilocanos. While most of the population is bilingual or trilingual, Standard Tondolese, which is based on the Tagalog spoken in the Manila Bay Region, is the country's lingua franca and co-official language (together with English).

While Tondo is part of the East Asian cultural sphere, Tondolese are considered Southeast Asians. Tondolese who live in Tondo are sometimes referred to as Mainland Tondolese, while members of the diaspora are referred to as Overseas Tondolese. The Tondolese diaspora, which numbers more than 20 million, is one of the world's largest. Most Overseas Tondolese live either in Anglo-America (such as in Sierra, where Sierrans of Tondolese ancestry number up to 12 million - 15% of the total population) and the Middle East. Most Tondolese immigrants in the Middle East are transient workers, whereas the Tondolese diaspora in Anglo–America dates back to the 19th century, with Sierran–Tondolese playing a key role in the Sierran Cultural Revolution.

Tondolese culture is a mix of Malay, Chinese, and Anglo-American cultures. About 3% of Tondolese are of pure Chinese ancestry, though Tondolese of recent Chinese ancestry comprises up 40% of the population. Tondolese cuisine, architecture, art, and philosophy heavily draws from China. However, most Tondolese are Christian (specifically Catholic), with the remainder being split between Muslims and Buddhists (both concentrated in the South). Anglo-American culture is apparent in the prevalence of English, popular media, and fashion.
