The Federal President of the United Allied States was the head of state and the state representative of the United Allied States, from its creation in 2024 to its replacement by office of President of the United Federation. The president directed the executive branch of the federal government but must appoint the General Commander-in-chief to lead the Rebel Armed Forces along side the Founders.
The constitution gaves the allied president the power to lead the overall affairs of the state and appoint important state officials. The president also had the power to appoint diplomatic representatives and conclude treaties with other countries. However, The president could not declare a state of emergency, a state of war or a mobilization order and directed the country's national defence during times of war as those were the founders role.
The UAS president was elected by the Suburban Congress and appointment was aproved by the Founders.
History
Members of Z-Tech voted on establishing a presidency on 7 August 2024. The first presidential election took place on 14 February 2025. The members of the Suburban Congress elected the first president into a 8 year term to preside over its deliberation as a neutral discussion moderator. Unrelated to and quite dissimilar from the later office of president of the United Federation, it was a largely ceremonial position without much influence.
It is said that the person holding the position is "first among equals" symbolizing that while it is quite prestigious to hold the title, they were still bound to the Federal Executive Committee of the people. On its own, it is a ceremonial office and had no real power in Z-Tech's political system. While the office has many of the characteristics of a head of state, the Constitution of Z-Tech does not define it as such. However, during 2030s, due to criticism of the Former President's slow response to National issues, Carlos Pardo (President of Z-Tech and Commander of the Military) was elected and appointed to the presidency for a 20 year term to speed up the government's resolve to Major issues.
Since Mr.pardo was elected, the post has been held by the President of Z-Tech of the Chinese Communist Party (CCP) and chairman of the Central Military Commission, who is China's de facto leader.
By then, most of the Committee's former powers were reassigned to the whole Federal Cabinet and to the President of the United Federation, which itself was based on a mixture of the US and French presidencies.
Election
The president was elected by the highest political power of the people, and the two competing parties present their choices to the Founders. The Founders then judges them based on their views, and they hold a public debate at one of Suburmania's many arenas. After the debate, the Founders debates inside the capitol building, and in two days, a new president is put into power.
Impeachment
The president can be impeached by the people of the UAS, or the Founders. To be impeached by the people, a petition or public vote must be held. The petition will only pass if approved by the Founders and has at least half of the population of the UAS. To achieve this, a website is created and it limits on sign per I.P. address. Public vote is called by the Founders, and it lets people above the national age of consent to vote on wether or not to impeach the president, and there must be at least half of the civilian population to succeed. The Founders may impeach the president with at least 5 votes of the Federal Committee and then a new election will take place.
Constitutional powers
According to the Constitution of Z-Tech, the UAS Presidency had following powers:
- representing the federation both inside and outside the country
- commanding the Armed Forces, deciding on using the army both in war and in peace
- protecting equality of nationalities
- protecting the constitutional order
- proposing a candidate for the federal Vice-President and Chancellor
- proposing candidates for federal constitutional judges
- appointing the ambassadors and generals and admirals
- appointing the Chiefs of Staff and, if needed, also other agencies (one of such is Federal Council for Protection of the Constitutional Order)
- giving quarters and awarding state decorations
- Commander in chief of the armed forces
- The ability to propose and veto legislation
- The declaration of states of emergency or martial law within the borders of the Federation
- The nation's top representative abroad, with the ability to sign international treaties
- The ability to call for national referendums on important issues
- The ability to assign military ranks and honorary titles
- The power to restore citizenship to exiles or internal dissidents
- The ability to overrule government decisions that violated the constitution or endangered citizens rights and freedoms
