The President of the United Federation (informally, the Federation president or the President of the Federation) is the head of state and head of government of the United Federation. The president directs the executive branch of the federal government and is the commander-in-chief of the Federal Republican Armed Forces along side the Founders.

The constitution gives the president the power to lead the overall affairs of the state and appoint important state officials. The president also has the power to appoint diplomatic representatives and conclude treaties with other countries. The president can declare a state of emergency, a state of war or a mobilization order and direct the country's national defence during times of war. The president also has absolute control over the Federation's Armed Forces. For much of the 21st century, especially during the Garden War, the U.F. president was often called "the leader of the free world".

The High Marshal is the head of state and government of the Greater Terran Union and is Supreme Commander-in-Chief of the Armed Forces. It is the highest political position within the GTU, held by a single person within the for 20 years with no term limits, with many Marshals serving until their deaths. It was created by the National Council of Marshals due to criticism of the Council's slow response to issues. It is said that the person holding the position is "first among equals" symbolizing that while it is quite prestigious to hold the title, you are still bound to the council of the people.

High Marshals could set policies for the Greater Terran Union during their terms, and long-serving Marshals reshaped the Union. Candidates for office were selected from the Union's highest ranking citizens, but rarely from any occupation outside of the military.

The president's powers were:

  • Commander in chief of the armed forces
  • The ability to propose and veto legislation
  • The ability to appoint the Prime Minister (who would then have to be approved by the Supreme Soviet), or, if necessary, to dismiss the Prime Minister, among other government ministers and officials
  • The declaration of states of emergency or martial law within the borders of the Soviet Union
  • The nation's top representative abroad, with the ability to sign international treaties
  • The ability to call for national referendums on important issues
  • The ability to assign military ranks and honorary titles
  • The power to restore citizenship to exiles or internal dissidents
  • The ability to overrule government decisions that violated the constitution or endangered citizens rights and freedoms

Oath

Every commissariat official holds dual civilian and military ranks allowed by their citizenship tier. A commissariat is governed by a Commissar-General, often a Marshall, who is appointed by the High Marshal and approved by the Commissariat's Regional Assembly. Most powers in these regional governments are vested in the Commissar-General's Office, with the Regional Assembly channeling the will of popular sentiment, business interests, scientific and non-governmental organizations.

Commissariats may be created, expanded, reduced, or dissolved by order of the High Marshal and on approval of the National Assembly. By the late 27th century the GTU had a half-dozen or so interstellar commissariats, along with newly acquired territories that would likely later be reformed into new ones.

The Terran Protectorates are semi-sovereign states that are nominally independent of direct Terran control, but are still beholden to Terran foreign policy and military direction. The Greater Terran Union annexed, reorganized and subjugated most of its neighboring nations by the time of the War In Heaven. Those nations were reorganized into Protectorates, with most of their domestic sovereignty retained, except for the provision of massive amounts of mineral and energy resources to the GTU, military conscription, maintenance of fleet and army levels decided by the Terran High Marshal, placing all intelligence services subservient to those of the GTU, and allowing unlimited access to their territories for Terran officials and agents. Protectorate military forces were crucial to Terran victories in the First Galactic War and important in amassing armadas large enough to drive back the Unbidden during the War In Heaven.
