Elections to the United Provinces House of Delegates for the 1st National Assembly marked the first biennial congressional election of the newly founded republic of Cisplatina. It was held from Saturday, December 23, 1769 and Saturday, March 10, 1770 and marked the first presidential election under the new Constitution ratified in 1768. While political parties were not formally created, two separate camps formed developed into the Confederation League and the Civic League

It coincided with the first presidential election, between João Miguel Castelo and Alain Couturier. The election was selectively competitive by region, as many northern provinces did not field a large slate of candidates. In three of the five districts within Mantiqueira only one candidate ran for election, while in the southern states many districts fielded on average 4 candidates. Within Mantiqueira, the Confederates won all five of the district, in Catarina (formerly the provinces of South Catarina and North Catarina) the two delegates were split. In the French-dominated province of Edessa the Civic candidates assumed all six of the districts. In New Cumbria the Confederates won the at-large district in a narrow victory. This lead to a 7-7 tie, resulting in the only tied election in the country's history.

The creation of the lower house allowed for greater political involvement for the common-man, although only landowning French, Portuguese and English citizens. This contrasted with the Senate which was elected by the provincial assemblies; this process would be abolished in 1943 with the passage of the Seventh Amendment. Most importantly was the lower assemblies responsibility along with the Senators to form the Electoral Assembly which selected the President and Vice President.
