Bilisa (Tagdamun: Bilisa, Cienugueza: Bileza, Tsinsat: TBD市), officially known as the City of Bilisa, is a large southwestern Chungganese city in the state of Gambez. It is one of the largest cities in Gambez, hosting a population of over 5.641 million as of the year 3390. Bilisa is surrounded by Sukaltam to the west, Tubbia to the southeast, and Pumbabak to the south.

Bilisa is nicknamed as the "City of a Thousand Rivers" as many of Gambez's fresh waterways start within or inside the city's borders and ending at places as far as Sukaltam, Taaslis, and northern Vela. Some waterways also start as far north as Corazon and converge at Bilisa, providing a steady stream of water supply to the area. Its nickname pays homage to the Cinuti-day state of Sadoteruu which occupied the area before Tagdamun settlement in the 27th century.

Aside from Bilisa's precious rivers and waterways, the city is widely known in the gaming scene as the "City of Tetris", with annual and daklisag tournaments being held at the city's Tisulim Stadium. Many of the foremost Tetris champions and coaches in Tagdamun-era Qenuga are city natives and revered by the wider gaming community.

The name of Bilisa comes fom the Tagdamun word bilisa, meaning "quickly", in reference to the rapid movement of water in its many rivers.
