The Chief of the Defense Staff (Spanish: Jefe del Estado Mayor de la Defensa, JEMAD) is the highest-ranking military officer of the Armed Forces of the Spanish Republic and is the first and principal military advisor to the President, who is the Captain General of the Armed Forces, as well as the Prime Minister, the Congress of Deputies, and the Council of Ministers. The Chief of the Defense Staff is the third in the military line of command, after the President and the Prime Minister.
The JEMAD is responsible for assisting the Prime Minister and the Minister of Defense by providing advice on military matters and on personnel management; directing the country's military strategy by giving orders to theater commanders and service branch chiefs, controlling the position and operations of the active forces, and assigning orders to senior officers; and establishing internal regulations for the Armed Forces and each individual service, overseeing the doctrine and common rules of the military, ensuring compliance with rules on military discipline and maintaining the morale of the force.
The Chief of the Defense Staff convenes meetings of the Spanish Defense Staff, a body that supports the Chief in implementing his responsibilities. It consists of the Chief of the Joint Defense Staff, the Commanders and Deputy Commanders of Operations, Intelligence, and Cyber-Defense, and the Navy's Admiral of the Fleet, the Air and Space Force's Commander of the Air Combat Command, and the Army's Chief of the General Staff. The Chiefs of Staff of the Navy, Air and Space Force, and Army answer directly to the Minister of Defense instead of JEMAD.
The office was created in 1984 with the combination of the Board of the Chiefs of Staff into the modern Defense Staff, led by the Chief of the Defense Staff.
