The Council of the Heads of the Government is the unicameral legislature of the Islamic Federation of States. The chambers meets in the Council building in the federal capital, Meccah but they can meet in any state capital of the federation. The council is formed by each one of the 56 Heads of the Government of each one of the 56 states, each state has its own way to appoint or to vote its Head of the Government.

Role

The role of this council is passing the federal laws that all members must approve unanimously, so all members have to be rowing in the same direction in order to achieve the same goals. Federal laws have priority over state laws, that is the reason of the necessity of the unanimous decision. This council makes federal law, declares war, approves treaties and has the power of the purse, is the commander-in-chief of the military and administer and enforce federal laws and policies through the different Federal Councils of Ministers.

Members

The 56 members of the Council are:

  • 7 Emirs: Abu Dhabi, Ajman, Dubai, Fujairah, Ras Al Khaimah, Sharjah, Umm Al Quwain.
  • 6 Presidents: Chad, Eritrea, Gambia, Indonesia, Senegal, Turkey.
  • 41 Prime Ministers: Albania, Azerbaijan, Bahrain, Bosnia, Burkina Faso, Darfur, Djibouti, Egypt, Guinea, Iraq, Johor, Jordan, Kedah, Kelantan, Kordofan, Kurdistan, Kuwait, Libya, Malacca, Mali, Mauritania, Morocco, Negeri Sembilan, Niger, Pahang, Pakistan, Palestine, Penang, Perak, Perlis, Qatar, Sabah, Sarawak, Saudi Arabia, Selangor, Sierra Leone, Somalia, Sudan, Terengganu, Tunisia, Yemen.
  • 2 Sultans: Brunei, Oman.
The Emirs, Presidents and Sultans appearing on this list are Heads of Government and Heads of State at the same time.
