David James Lockmeade is a Pacífican politician and former academic serving as the 27th Deputy Minister of the Kingdom of Pacífica. He previously served as the Governor of the State of West Phoenix and a professor at his alma mater, Grand Canyon University. Poltically, Lockmeade identifies as a Social Liberal
Lockmeade was born in Tuscon, Upper Sonora on December 15th, 1960 as the youngest son of Colonel James Lockmeade and his wife Rebecca. Moving from Tuscon at a young age, Lockmeade grew up in Mesa, West Phoenix and eventually attended Grand Canyon University, obtaining a doctorate's degree in Pacífican and North American History, and in 1986 was hired by his alma meter to become a teacher there.
In 1995, Lockmeade retired from teaching after nine years and ran for Governor of West Phoenix as a Social Democrat. He won the Social Democratic Primary in early 1996 and went on to defeat Conservative incumbent Jared Seymour in October of 1996, surprising many as West Phoenix was a traditionally Conservative safe state. As Governor, Lockmeade oversaw improvement of the West Phoenician education system and infrastructure. Despite this, his administration was constantly plagued with low approval ratings because of Lockmeade's handling of the West Phoenix Drug Crisis and the 2001 Flagstaff Bank Heist, which resulted in the deaths of twelve police officers.
Because of term limits, Lockmeade did not run for a third term in 2004 and retired from politics. He later re-entered politics in 2013, and ran for the Social Democratic leadership, losing to Marianne Waterson. In 2016, he was chosen by Alberto de Sol to be his running mate for Deputy Minister in the 2016 Pacífican General Election. Lockmeade and de Sol went on to defeat their main opponents Kennedy Jackson and Robert Jameson of the Conservative Party. Lockmeade was sworn in as Deputy Minister on November 1st, 2016.
