The Early Parliamentary Federal Election Act of 2021, also known as the Election Act of 2021, is an Act of the Parliament of the Kingdom of Sierra that made a legal provision to hold the 2021 Sierran federal election on May 28, 2021 to elect new members to an expanded Parliament.
The act was proposed on March 6 by Prime Minister Susan Kwon of the Social Democrats following the ascension of the territories of the Channel Islands, New Oneida, Sweetwater, and the four territories of El Norte into the Kingdom of Sierra in an act of territorial integration with El Norte being reorganized into a new constituent country known as Bajaría. The act was proposed in accordance with parliamentary tradition which saw to hold a new election to allow for proper political representation for the newly integrated territories. The act was first proposed in the House of Commons and passed by wide margins and was later approved by the Senate on March 9 and assented by Queen Elizabeth II on March 10.
The bill would pass with support from most members of both chambers, even amongst the Royalist-led opposition, but did face opposition from certain members of the Social Democrats, mainly those who believed that the creation of Bajaría and its ascension into Sierra was an act of imperialism that violated the territorial integrity of Mexico. The bill received bipartisan support, the most of any bill proposed by Kwon throughout her premiership, and would pass the House of Commons 254 to 22. In the Senate, it was supported by 110 Senators and opposed by 15 others with support being bipartisan like in the House.
Background
Following the 2017 Channel Islands status referendum, Susan Kwon would support the integration of the Channel Islands and other territories into the Kingdom of Sierra if their respective populations supported it and would criticize Nemesis Heartwell for her inability to integrate the Channel Islands into Federal Sierra during her tenure as Prime Minister. After being elected Prime Minister, Kwon would lay out a path towards formal integration of the Channel Islands as a new province. At the same time, both New Oneida and Sweetwater voted to join Sierra as areas of the Deseret and a push was made for the territories of El Norte to join Sierra. This led to the 2021 El Norte status referendums in which all territories voted to join Sierra and become a new constituent country known as Bajaría with pro-integration vote passing by landslide margins in all territories.
The Act
The key provisions of the act included only three sections;
