Gael Wendall Mulligan (born 12 March 1965) is a Continental diplomat and foreign service officer. Since 2022 he has been the Continental Ambassador to the Kingdom of Sierra, appointed by President Daniel Muir. Mulligan has served in multiple positions at the Commissariat for Foreign Affairs, serving as a technical officer at the Continental Agency for International Assistance (1992–1994), liaison to the Organization for Mutual Economic Assistance and Development (1994-1999), Deputy Chief of Mission in the United People's Committees (1999-2002), Deputy Chief of Mission in Astoria (2002-2006), Ambassador to Superior (2006-2012), Ambassador to Brazoria (2012-2016), and Deputy Chief of Mission in Sierra (2016-2022).

As deputy chief of mission and ambassador to the Kingdom of Sierra, Mulligan has apart of the Continental States envoy navigating through several major events in Sierra. In the aftermath of the assassination of Steven Hong, Mulligan managed the embassy during a period of heightened period of anti-republicanism. Mulligan worked alongside the government of Daniel McComb to organize the shipments of aid from the United Commonwealth to Sierra after the 2017 Pawnee earthquake, moving several hundred tons of steel and cement necessary to rebuild communities in the Inland Empire. During the 2022 Porciúncula bombings Mulligan succeeded ambassador Michael Hogan, who was killed during the blast at parliament, and was the first Continental official to assure the Sierran government that the United Commonwealth did not orchestrate the attack.

Serving as interim ambassador for a day, the President of the United Commonwealth utilized an emergency protocol to nominate him as the Continental ambassador to Sierra on February 10, 2022. Mulligan attended the funerals for the seven Sierran members of parliament killed during the attack. Among his first diplomatic duties as ambassador was to challenge the allegations of Continental interference in the 2021 Sierra elections.
