Garrett Aeneas Harlan (born 3 January 1942) is a Continental politician and former educator serving as the President of the American Continental Republic since 2018. As president, Harlan also serves on the Executive Secretariat of the American Continentalist Party since 2008 and previously served as a member of the Continental Congress of America from 1998 to 2008.
Born in Charleston, Appalachia, Harlan attended Dartmouth College, receiving degrees in Continental history and education administration. Following his graduation, Harlan attended the Continental States National Normal School to receive training to become an educational administrator. From 1971 to 1996, Harlan worked at a variety of schools as an administrator and educator in the Chicago area. In 1997, Harlan moved to Indianapolis, where he was elected to the American Continental Congress as a member of the Continentalist Party. As a member of the Continental Congress, Harlan aligned with the Gardnerite faction within the American Continentalist Party and became active in party politics. He remained in the Continental Congress after being elected to the Executive Secretariat of the American Continentalist Party in 2008.
In 2018, as the senior member of the Executive Secretariat, Harlan was elected as the President of the American Continental Republic. It was speculated by media sources that Harlan would be elected General Secretary of the American Continentalist Party, but that position was instead given to Lisa Simmons, a protégé of Harlan. As president of the American Continental Republic, Harlan has instituted a platform of combating rising crime rates and drug addiction within the ACR. In 2019, Harlan endorsed the creation of the American Continental Recovery Project, a new government program aimed at improving drug rehabilitation programs within the American Continental Republic. In 2021, amidst rising crime rates in Chicago and Detroit, Harlan called upon the Continental Congress to support tough on crime policies, which includes petitioning the central government to raise the maximum punishment for theft and assault. Harlan was unanimously re-elected as president in early 2022.
As of 2022, Harlan is currently the oldest head of state of a continental republic, being two months older that Congregationalist leader Eliezer Steinberg. He is also the only incumbent head of state of a continental republic to identify as religious to some degree, identifying as a non-denominational Christian.
