The Armed Forces of Georgia (AFG) are the combined military forces of Georgia. They include Army, Navy, Air Force and Air Defence Force, and other paramilitary bodies including the Territorial Guard, plus the Georgian Civil Defense. All these groups are subordinated to the Ministry of Defence. The armed forces have long been one of the most powerful institutions in Georgia, and many military officers have held important government positions. The military manages many enterprises in key economic sectors representing about 4% of the Georgian economy.
Structure and Leadership
The AFG is controlled by the Ministry of Defence. At its head is the Minister of Defence, which is almost always a serving general. Beneath the Minister of Defence are two First Deputy Ministers of Defence; the Chief of the General Staff, who is responsible for operations and planning, and the First Deputy Minister of Defence for General Affairs, who is responsible for administration.
Paramilitary forces
Georgian Territorial Guard
The Georgian Territorial Guard is composed exclusively of civilian volunteers, under the command of the Ministry of Defense. It serves as an auxiliary and reserve force for the regular Georgian Army. The guard is organized on a provincial/city/town/village level, and structured on a brigade, battalion, company, and platoon basis. The guard maintains infantry small arms, with some mortars, field guns and anti-aircraft guns and even modernized older equipment such as multiple rocket launchers, although some units are unarmed indicating status as logistics and medical units.
Border Troops
The Border Troops is the branch that ensures the protection of the state borders and territorial waters. They are subordinate to the Interior Ministry. The Border Troops are de facto both a border guard and a coast guard force. The mission of the Border Troops include repulsing armed incursions into Georgian territory; preventing illegal crossings of the border or the transport of weapons, explosives, contraband or subversive literature across the border; monitoring the observance of established procedures at border crossing points; and assisting state agencies in the preservation of natural resources and the protection of the environment from pollution. Border guards are authorized to examine documents and possessions of persons crossing the borders and to confiscate articles; to conduct inquiries in cases of violations of the state border; and to take such actions as arrest, search and interrogation of individuals suspected of border violations.
