Liu Jiaoren (Chinese: 六角人, born 3 June 1962) is a Chinese diplomat who served as the Minister of Foreign Affairs of China from May 2016 to January 2022. His tenure as foreign minister coincided with the increase in tensions between China and Anglo-American countries over the Manchurian crisis and the China–Sierra trade war. Previously he held a number of ambassadorships and had been the principal foreign policy advisor to Chinese President Ren Longyun.
Early life
Born in 1962 in Suzhou, Jiangsu province, he attended the Beijing International Studies University, where he studied German, French, and English, becoming fluent in those languages. After his graduation in 1983, Liu Jiaoren entered the diplomatic service of the Chinese Foreign Ministry and was a member of the European section.
Diplomatic career
From 1983 to 1995 Liu held several different posts at the Chinese embassies in Berlin, Paris, Copenhagen, and Amsterdam, mainly as an assistant secretary and interpreter. From September 1995 to April 1997 he served as Chinese consul-general in Marseille, and then as the consul-general in Brussels to October 1999. From then until December 2002 he worked as the vice director of the European Bureau at the Chinese Foreign Ministry in Beijing, then as the political secretary at the Chinese embassy in London from December 2002 until August 2004. Liu became China's ambassador to the Kingdom of the Netherlands from 2004 until June 2011, before serving as the Permanent Representative to the European Community.
Foreign minister
In January 2014 he joined the Chinese President's Office as a foreign policy advisor, becoming Ren Longyun's principal advisor on foreign policy. Liu was one of the main participants in negotiations during the Manchurian crisis of 2014–2015, allowing China to maintain relations with the Western countries while leaving the matter of the annexed Manchurian province of Rehe essentially unresolved. In May 2016, he was appointed as Minister of Foreign Affairs by Premier Zhao Meijin.
Liu Jiaoren participated in trade talks with the Kingdom of Sierra in 2017, and visited Manchuria in October 2018, the first visit of a Chinese foreign minister to that country since the 2014 annexation to begin the process of reaching an agreement on the territorial dispute. There was no agreement decided on due to China's uncompromising stance on the question of Rehe province.
In 2021 he was a leading member of the Chinese delegation at the China–Sierra summit in Anchorage, Alaska, and the China–Manchuria summit in Seoul, Korea. Liu stepped down as Chinese Foreign Minister when a new government was appointed in January 2022 and retired from the diplomatic service. He remains an advisor to the Kuomintang Policy Committee on foreign affairs.
Personal life
He became a member of the Chinese Nationalist Party (Kuomintang) in 2000, and previously had been part of the Chinese Communist Party from 1980.
