The Ministry of Defense (防衛省, Bōei-shō) is a cabinet-level ministry of the Japanese government, responsible for preserving the peace and independence of Japan and maintaining national security with the Japanese Armed Forces. It is responsible for advising the cabinet and Prime Minister on defense issues and policy, and provides the civilian leadership and control of the Japanese military. The Ministry of Defense is by far the single largest organization in the Japanese government.

The ministry is led by the Minister of Defense, a member of the Cabinet of Japan appointed by the Prime Minister. Traditionally, the Minister of Defense appointed is a member of the Diet, but is not legally required to be a member. Many Ministers of Defense have previously had military service. The current Minister for Foreign Affairs is Tourei Saito, who is also serving as Deputy Prime Minister and Minister of State for Regional Cooperation with China. The Ministry of Defense is headquartered at 5-1 Ichigaya-honmuracho, in Shinjuku-ku.

History

Duties and responsibilities

The Ministry of Defense is the primary organ for formulating defense policy and providing for the common defense of the State of Japan. The postwar constitution outlines the Ministry's main responsibilities as overseeing the deployment, organization, strength, equipment, and placement of the Japanese State Army, Japanese State Navy, and Japanese State Air Force; the collection of intelligence and information necessary for the operation of the Armed Forces and defense of the state; and the recruitment, education, and training of the staff that make up the armed forces and the agencies supporting them.

The Ministry also oversees the Japanese Armed Forces' bases of operation domestically and, increasingly, abroad.

Budget

For Fiscal Year 2019, General Account allocated funding for the Ministry of Defense amounts to 7,954,238,000,000 yen. This includes 77,274,427,000 yen for ministry common expenses, 1,042,974,197,000 yen for military personnel salary expenses, 89,254,918,000 yen for weapon and vehicle maintenance expenses, 671,555,311,000 yen for aircraft maintenance expenses, 301,907,727,000 yen for ship maintenance expenses, 68,829,199,000 yen for infrastructural maintenance expenses.
