The Royalist Study Committee (RSC) is a caucus of conservative members of the Royalist Party of Sierra in both chambers of Parliament.
Founded in 1980, the RSC has been the main caucus representing the conservative faction of the Royalist and Federalist Party and has been one of the leading caucuses of the party since the late 1990s. While its functions and platform has shifted from year to year, it has consistently fought for a conservative political and legislative agenda and has consistently advocated for conservative positions including lower the corporate tax rate, pushing for de-regulation, supporting gun rights, and seeking to lower deficit spending. Since 1994, the Study Committee has proposed alternative budgets whenever the Royalist Party is in the opposition and has frequently scrutinized politicians and parliamentary governments in Sierra that aim for a more liberal or progressive agenda.
Since 2004, the RSC has advocated for protecting gun rights, opposing increases to the minimum wage, supporting de-regulation and supporting increased involvement of the private sector in healthcare. Since 2013, the RSC has been critical of Sierra's membership in the Conference of American States and has supported a proposed second referendum since 2020. In the 66th Parliament of Sierra, the RSC is one of the largest ideological caucuses in the Sierran Parliament.
Initiatives
The main issues and platform of the Royalist Study Committee was first published in 2007 and lays out its main initiatives in a document titled A Royal Bill of Rights:
- Support and maintain the Monarchy and the ruling House of Columbia and oppose republicanism.
- Support and protect the sovereignty of the Kingdom of Sierra and all of its constituent countries.
- Support a less-regulated economy and invest in the private sector more.
- Oppose an increase in taxes of any kind and support a flat tax.
- Support Sierra's role as a major world power and its commitment to its allies.
- Support a referendum on Sierra's membership in the Conference of American States.

Ideology and issues
The primary issues of the Royalist Study Committee are fiscal responsibility, foreign policy, domestic security, preserving the monarchy, and issues relating to both Sierra's national sovereignty and the free market. The RSC takes a conservative on all of the listed issues and is in favor fo reducing the national debt through cutting public spending and austerity. In regards to domestic polict, the RSC supports police departments and is against the Black Lives Matter organization and its criticism of modern law enforcement. Other issues include protecting the monarchy against republicanism, opposing Sierra's membership in the CAS, and supporting economic de-regulation.
Social issues
The RSC takes a socially conservative stance on all social and cultural issues. The committee is opposed to LGBT rights and the LGBT rights movement calling the latter a "left-wing front to attack religious freedom". While such a description was removed in 2019, the committee remains opposed to LGBT rights including opposing the legalization of same-sex marriage nationwide and back civil unions as the only compromise they are willing to give. The committee opposes legislation barring businesses from refusing to serve LGBT people calling it " an assault on religious freedom, individuality, conscious and the autonomy of conservative and religious citizens". The RSC also opposes the Trans rights movement opposing gender neutral bathrooms and calling for trans athletes to be barred from competing in women's sports calling it "a necessary step to protect women's sports" in its official platform.
Economic issues
The RSC adheres towards economic liberalism and states that "free market capitalism remains the best source of economic growth and progress" in its platform. It opposes most economic regulations calling them "burdensom" and "conflicts with economic progress and freedom". It opposes raising the minimum wage and calls for the wage to be a PSA issue rather than a federal issue.
Foreign policy
The RSC calls for Sierra to remain committed to its allies in Anglo-America and supports an interventionist foreign policy opposing withdrawing troops from Syria until the defeat of the Ba'athist opposition in the country. It opposes Sierra's membership in the Conference of American States and calls for a new referendum on Sierra's membership in the CAS. It accuses the intergovernmental organization of threatening Sierra's sovereignty and those of its member states and calls for greater decentralization as a compromise. It's critical of American unionism, though officially adheres towards Soft Ameroskepticism.
