Salvador Ortega Dominguez (3 November 1929 - 18 March 2011) was a Berriman politician, military commander and author who served as the 2nd President of Berima between 2000 and 2004. Following the immensely successful presidency of APSD founder Floyd Manuel Peréz, Ortega's presidency is seen as somewhat of a disappointment in comparison, with Ortega refusing to run for a second term following his first four years in the office. Ortega's presidency was marked by high spending on defense and domestic security in the wake of 9/11 and a crackdown on the drug industry in Berima, leading to an influx of nonviolent offender prisoners in the early 2000's.
Ortega was born in Miraña, CBR in 1929 to Ubaldo Ortega, a general in the Berriman navy and schoolteacher Sylvia Ortega. Ortega joined the army in 1949 and was eventually promoted to the rank of commander before being honorably discharged in 1974. Considered one of the most infleuntial men in Miraña, Ortega successfully ran for mayor of the city in 1978, retaining the position for nine years. Following the collapse of communism and the Berriman government he was appointed as the first Chief of Staff of the Berriman army by Floyd Manuel Peréz before being promoted to Secretary of Defense from 1992 to 2000. After Peréz announced his intention to not run for reelection in 2000 Ortega entered a bid for the presidency, winning the nomination over future president Ignacio Muñoz and beating PCC candidate Gerardo Hecheverria.
