Manitoba is a unitary state divided into eight provinces and provincial level cities on the highest level of administrative organization. Below the provincial level are 80 departments and TBD communes. Toscouné, the capital, is recognized as the equivalent of a province, or a directly administered city. Because of its size it does not have any departments, but is organized into several communes.

Provinces and provincial equivalent
There are seven provinces and one provincial level city. In Manitoban constitutional theory a province is considered a creature of statute that was created by the Parliament of Manitoba, and the powers of provincial governments are devolved from the central government, but despite this they are still given broad authority compared to most other unitary states.

Departments
Departments (département) are also sometimes referred to as census divisions. Since 1982 there have been 80 departments.
Communes
Statistics Manitoba recognizes three types of communes (commune): urban, rural, and Indian reservations.
Other regions
The classifications of Eastern and Western Manitoba are used by Statistics Manitoba for administrative purposes. Eastern Manitoba consists of French Ontario, Grand Ouest, and Manitoulin, while Western Manitoba consists of Souris, Valenciennes, Tobique, Nord-Ouest, and Toscouné.
The term Manitoban Prairies is commonly used by the public, and also "Prairie Provinces," for the three provinces of Manitoulin, Valenciennes, and Souris, with the name of the region referring to the Manitoban portion of the Great Plains, which cover most of Superior to the south and stretch northwards into the Prairie Provinces of Manitoba.
