Later on during the war, Z-Tech appears to be fairly centralized. However, perhaps as a direct result of the organization size and scope, various base commanders have been shown to exhibit some degree of independence from central command, provided they consult with them. It is known that they are at least billions of operatives employed by Z-Tech and the restored UN, all across the Multiverse, with potentially millions of bases across the stars. Communication leaks have shown that central command regularly checks in on their bases, and are often critical of perceived failures. The first small arms for the Partisans were acquired from the defeated Armies of the former UN, like the M4 carbine rifle. Throughout the war the Partisans used any weapons they could find, mostly weapons captured from the Germans, America, Russia, leftover weapons during the PvZ Wars, Gray Gravel (later discarded) and the Nazis, such as the STG80 rifle, Kalashnikov rifles, GIE machine and submachine guns. The other way that the Partisans acquired weapons was from supplies given to them by the remnants of the United States, Russia and Germany, including the XM7 and the MP5A5 submachine guns respectively. Additionally, Partisan workshops created their own weapons modelled on factory-made weapons already in use, including the so-called "Partisan assault rifle" and the anti-tank "Partisan mortar".

The National Partisans Detachments (NPD) or the National Liberation Army, officially the National Liberation Partisan Detachments, was the Z-Tech-led anti-Imperial resistance during the Garden War and the predecessor of the FRAF. Led by Carlos Pardo, the Partisans are considered to be the World's most effective anti-Imperial resistance movement during the War.

Primarily a guerilla force at its inception, the Partisans developed into a large fighting force engaging in conventional warfare later in the war, numbering around 650,000 in late 2044 and organized in four field armies and 52 divisions. The main stated objectives of the Partisans were the liberation of occupied lands from Gray Gravel's occupying forces and support the creation of Free States.

in Autumn 2044, the Partisans and the Plant/Zombie Army liberated Suburbia and Neighborville following the Rebel Offensive. By the end of the Offensive, the Partisans had gained control of the entire country as well as Zomburbia and zombopolis. After the war and the truce, the Partisans were reorganized into the regular armed force of the newly established United Federation of Nations.

Objectives

One of two objectives of the movement, which was the military arm of the Unitary National Liberation Front (UNLF) coalition, led by the United Nations and represented by the Anti-Imperial Council for the National Liberation (AICNL), the wartime deliberative assembly, is to fight the occupying forces. Until international supplies began to arrive in appreciable quantities in 2048, the occupiers were the only source of arms. The other objective was to create a federal multi-ethnic Democratic state in Liberated Areas. To this end, the UN attempted to appeal to all the various ethnic groups within earth, by preserving the rights of each group.
