The Confederate Ministry of General Affairs and the Leaders of the Seafaring Confederation is the Seafaring Ministry responsible responsible for public planning, information and the Leaders of the Seafaring Confederation. It was formed in 1820 under Article 13 (2) of the Constitution of the Seafaring Confederation as the Leaders' own governmental ministry.
The ministry is the only Seafaring ministry to have two ministers, namely both Leaders of the Seafaring Confederation, who for the purpose of ministerial officiation hold the title Ministers Universally Plenipotentiary of General Affairs.
The ministry focuses on three things: planning public policy, supporting the Leaders of the Seafaring Confederation, and government communications about both policy and the Leaders. The ministry also houses the secretariat of the Leaders.
The main offices of the ministry are located in the part of Seafaring House referred to as The Tower, with additional offices in an annexe across Seafaring Square. With around 800 members of staff it is by far the smallest ministry.
