Lucho Yolando Moruga Campos (born 2 May 1946) is a Berriman politician and lawyer who served as the fifth prime minister of the Republic of Berima over four terms from 2004 to 2010. He is considered one of the best prime ministers in the history of the nation and his approval rating rarely dropped below seventy percent during his tenure. He served his entire term with president Ignacio Muñoz and the two were lauded for their teamwork and conduct during their terms.
Born in Miraña during the rule of the Berriman Communist Party, Moruga attended the University of Miraña before becoming bar certified at Harvard Law School in the United States. He then worked as a special prosecutor for the city of Miraña before successfully running for mayor in 1984. He held this position for 14 years before being appointed as the first Chairman of the Berriman National Assembly by Floyd Manuel Peréz and subsequently Secretary of Agriculture. During the presidency of Salvador Ortega Moruga became Secretary of State for a four year period between 2000 and 2004 before successfully running for the office of prime minister in 2004 as the candidate for the APSD. Moruga was elected prime minister a record four times between 2004 and 2010 making him the longest tenured prime minister in Berriman history.
