The Mayor of Saint Anthony is the head and chief executive officer of the city and government of Saint Anthony, the capital of both Minnesota and Superior. The officeholder is elected to serve a four year term with the position being renewable. Saint Anthony has a mayor–council government and as such, the mayor has executive authority over all law enforcement, public services, and administration in the city, but is a member of and accountable to the Saint Anthony City Council, the legislative body for the city government.
According to the Constitution of Minnesota, all city-wide offices, along with county, judicial, and school offices, are officially nonpartisan which has allowed multiple candidates from the same party to run for any given office. The curreny mayor is John Witmore of the Liberal Democratic Party who has been mayor since July 1, 2018.
Powers and functions
Saint Anthony has a strong mayor–council form of government and as such, the office of the mayor is the chief executive head of the entire city. The mayor has the power to appoint general managers and commissioners, remove city officials from their posts, and is required to propose a budget once every year. Most of the mayor's proposals and appointments are subjected to the approval of the city council, however the mayor does have veto power over any proposed legislation from the council.
The organization of the office of the mayor changes, but typically has a communications director, chief of staff, deputy chief of staff, press secretary, and at least one deputy mayor. The organization of the mayor's office is dependent upon the actions and decisions of the officeholder, but is generally organized into different divisions such as the Saint Anthony Housing Team, Saint Anthony Business Committee, Office of Immigrant Affairs, Office of Public Security, and the Mayor Volunteer Corps among other different divisions.
Elections
The mayor is elected in a city-wide election which are held once every four years. Elections are organized into a two-round system in which the top two (or more) candidates who recieve the most votes move on to the second round if neither candidate wins a majority of the vote. Candidates run in a jungle primary system allowing multiple candidates from the same political party to run against each other with each candidate being officially nonpartisan, though most mayors have had a party preference.
Write-in candidates are allowed to run in elections, however they must recieve a certain threshold of votes in order to advance to the general election which is different from registered candidates. After the election has been concluded, the winner is inaguarated and sworn in at least one week after the election. Mayoral elections are held once every four years and occur on even numbered years since the incorporation of the city into Superior. Generally, mayoral elections occur around the same time of other statewide elections to the state legislature and the governorship among others.
