- The number of new cases reported in Russia reaches 14,231 in the last 24 hours, a new record for the sixth day in a row. This is the first time the country has reported more than 14,000 cases in a single-day as authorities grapple with a second wave that has pushed hospitals to near-capacity.

- Portugal reports 2,072 daily cases in the last 24 hours, the highest increase yet, bringing the national total up to 91,193 confirmed cases.
- A "state of calamity" is reinstated effective at midnight. Gatherings are limited to only five people, weddings and baptisms can only have a max attendence of 50 people only, but university parties will be banned. Businesses who do not comply with the new regulations will be fined double the upper limit from 5,000 Euros to 10,000 Euros.

- Prime Minister Oscar de Saint-Just announces that a 09:00 pm to 06:00 am local time curfew will be imposed in the region of Île-de-France that includes Paris along with Grenoble, Lille, Marseille, Montpellier, Rouen and Toulouse effective October 17 and will remain in place for four weeks in an attempt to curb the spread of COVID-19 in the region as the country declares another state of emergency after the previous one expired on July 10.
