The White Brazorian Administration in Exile (WBAE), officially known as the Provisional Administration of the Republic of Brazoria (PARB), was the Brazorian government-in-exile that opposed to the Landonist Brazorian Confederation. Founded in 1937, it was established by the remaining leaders of the Republic of Brazoria that had fled to Sierra following the conclusion of the Brazorian Civil War towards the end of Great War I and served as a continuity of the former republican government. Alternatively known as the White Government or White Brazoria, the administration was one of the largest Brazorian emigre organizations and was one of the main forces that made up the Brazorian Émigré Association, the largest pre-revolutionary Brazorian émigré association in the world at the time. Its headquarters was based in Phoenix, Maricopa.

Supported by Sierra, the White Brazorian Administration in Exile declares itself as the solely legitimate government representative of the Brazorian nation, and functions as though it still controlled and ruled the country. In 1949, the WBAE experienced a major restructuring, becoming more democratic as an institution and becoming more active in the large Brazorian émigré community in Sierra. In 1952, the WBAE would becoming the governing body for the newly-established Brazorian Émigré Association and would see its first democratically-elected leader in the same year.

By the 1960s, the White Administration was one of the oldest continious government in exiles in the world surpassed only by the Antilles. It was one of the largest emigre organizations in the world and one of the main organizations opposing the Brazorian Confederation. While it supported the Yellowrose Revolution, the White Government remained active for at least another year before it returned home to Brazoria in 1990 due to the end of Landonist rule in the country and waning legitimacy by the international community who reocgnize John Charles II as head of the Second Kingdom.

History

The start of the Brazorian Revolutionary War saw many Brazorians flee the nation into neighboring nations in response to mass civil violence. The war resulted in a military intervention by the Kingdom of Sierra and Superior, which resulted in a military escalation with the United Commonwealth (which backed the Brazorian Landonists) that led to the First Great War. Brazorian Émigrés, as they became known as, largely migrated to Sierra, which had declared itself a safe haven for those escaping "red violence". In 1936, the war would turn in favor of the Landonist rebels, and as a result a large number of anti-Landonist and pro-Republic citizens fled Brazoria and traveled to Sierra. In 1937, pro-Republic forces surrendered to the Landonists, ending the war.

In response to the establishment of the Brazorian Federation in 1937, leaders of the former Republic of Brazoria, including Dwight D. Eisenhower, Dan Moody, and Allan Linz would gather in Phoenix to establish the White Brazorian Administration in Exile, a government-in-exile for the Republic of Brazoria. Because of his war hero status, Eisenhower would be appointed as the first "president" of the Republic of Brazoria-in-exile. He would serve as president until 1940, being replaced by Ulysses White.

During its initial years, the WBEA operated more similarly to a business than a provisional government. The President of the WBEA was selected by an appointed board, which was made up of officials of pre-revolutionary Brazoria. However in 1949, the administration underwent a series of reforms and reorganizations, largely led by newly-appointed President Joshua Merrick, making the administration act more similar to a government institution. In 1951, the WBAE became the governing body of the newly-formed Brazorian Émigré Association. This would establish a unique system among governments in exile, as the WBAE would begin to resume democratic elections the following year. The president of the administration, along with members of largely advisory twenty member Brazorian Provisional Congress, would now be elected by members of the BEA, who need to prove Brazorian lineage before joining the organization.
