In the United States of JBR, vandalism is carefully monitored by the JBRican Internet Commission Agency (ICA) and because it can track the IP address, the ICA can fine violators or even imprison them. Because of this, vandalism is usually conducted in public areas such as libraries so if a vandal is blocked, he can create a new account or access a new system and continue the vandalism. Sometimes, the ICA bans entire systems of computer in public areas from certain websites although this has been criticized by freedom of speech advocates.
