Kalúen (officially the Canton of Kalúen; /kəˈluː(ə)n/, Kalhan: [kɐˈlu.ən]) is one of the fourteen cantons of Kalșeri. With over 4.5 million residents across a total area of 13,178 km2 (5,088 sq mi), it is the largest canton by area, the most populated canton and the seventh-most densely populated canton in the country.
A fertile territory, Kalúen has been the historical backbone of the agricultural sector of the Kingdom of Lág and the modern-day Kalșerian Republic. Throughout the 18th century, Kalúen transformed into a major shipbuilding territory, thanks to the ports of Goldshore and Percy. Since the establishment of BoixRossell in 1936, the Rosby Bay area has become the major producer of aircraft in the country, both civil and military. Kalúen also has the reputation of being the most visited area by summer tourists in Kalșeri, owing to its beaches and its nightclubs, as well as the most frequent destination for pensioners moving from other parts of the country.
Kalúen is home to the Rosby Bay Military Aviation Complex, located about 20 kilometers (12 miles) northeast of Rosby, which is the largest military airport in Kalșeri. The RBMAC has been a source of speculations and conspiracy theories due to its historically secretive nature.
Name
While it is agreed that the name was taken from the homonymous river, the origin of the name Kalúen itself is disputed; the most credited theory is that it was formed as a corruption of kail-lún, "flatland of the quails".
The current writing was adopted as the official canton name in 1903, replacing the traditional anglicized spelling Calooen.
Geography
Five rivers flow within the borders of the canton: Saiú, Korfen, Nuia, Falșak and Kalúen.
Kalúen is relatively flat, as the Flanúr Flatland constitutes about two thirds of the territory within the cantonal borders. The highest point in the canton is President's Hill in northern Lockhart County, at about 403 m (1322 ft) above sea level.
Kalúen is in Raflá, the biggest of the islands constituting Kalșeri, which has a humid continental climate, more specifically the cool-summer subtype (Köppen classification Dfb).

Kalúen is home to three hockey teams playing in the KIHC: the Falșak Sharpshooters, the Percy Eagles and the Rosby Commanders.
The teams from the canton playing in the 2021 Kalșerian Premier League are Gymnasium Percy 58, four-time champions since the creation of the Premier League in 1956, and Mars Falșak, who won the league in 1962. Other prominent teams include Kalúen IM, Percy Union, Lusitania and Rosby United.
Volleyball is the third-most followed discipline in Kalúen. Of the ten teams in the Kalșerian Volleyball League, five are based in the canton: All-Kaluonic (Falșak), Percy, Rosby Bay, Vasco da Gama (Goldshore) and WestKal Snakes (Hayworthsville).
The Percy Tritons, Rosby Buccaneers (AKBL), Goldshore Navigators and Percy Jets (KBF) are also based in the canton.

Seven local networks, all members of URB/FANG, are based in Kalúen: Corfenshire Television Company, Percy Urban Television, Rosby Bay Television and Radio, Goldshore and Calooenshire Television, UseKL TV, Gose-Kalúenton Arkanure and Rede Caluônia.
The four main newspapers circulating within the canton are the Percy Times, The Percy Reporter, the Kaluonic Globe and The Percinite Trumpet.

Kalúen has a progressive income tax scheme, where individuals are divided into four brackets:
- those earning ħ70,000 a year or less are charged with a 2% rate;
- those earning between ħ70,001 and ħ150,000 a year are charged with a 3% rate;
- those earning between ħ150,001 and ħ300,000 a year are charged with a 5% rate;
- those earning ħ300,001 or more a year are charged with a 7.5% rate;
The canton also has a 5% sales tax, a 3.5% sugar tax that covers both carbonated drinks and sweets, as well as a 15% tax on firearms.

Kalúen is served by Highway 1, Highway 5 and Highway 7. A portion of Highway 2 is also present in the canton. The Kalúen Department of Transportation is responsible for the maintenance of the Kalúen Cantonal Highway System (KCHS), whereas non-federal and non-cantonal roads are handled by the individual counties.

The main airport that serves Kalúen is the Percy–Andy Garnier International Airport (IATA: PCY; ICAO: BAPE), located in nearby Rhodes, which is also a hub for KalsAir. Other airports include Hayworthsville International and Goldshore–Hubert Paisley.
The Port of Goldshore is the largest port in the canton, and one of the main ports in Kalșeri. Other major ports include Percy and Rostock.
Government and politics
Overview
Owing to the coexistence of Percy, a traditional "red" haven, and the Falkor Region, a solid "blue" territory, Kalúen has been described as a swing canton.
In past presidential elections, due to Kalúen having the highest number of electoral votes in the country (29 in 1954, when the Inter-Cantonal College of Electors last met), the candidate who won the canton would usually win the presidency; this was true in 23 of the 37 elections (62.17%), most recently 1954, when Enrico Scioni won. The last time winning Kalúen did not lead to the presidency was 1949, when Social Cooperationist Ioen Jervál won the canton, but ultimately lost to Liberal Republican Stevan Kirkia.
Local parties of relevance include the Falkorian Party, which advocates for the secession of Western Kalúen from the rest of the canton. The Party occupies several seats throughout municipal legislatures.
Kalúen is divided into five judicial provinces: Falșak, Goldshore, Land's End, Percy and Rosby.
The Supreme Court of Kalúen is the highest court in the canton.
Federal representation
In the Senate, Kalúen is represented by Liberal Democrats Lisa Smithson, President of the Senate, and Kenny Nakamura, as well as Senator for life Jacob Thienes, Secretary of the Kalșerian Association of the Deaf and Hard of Hearing.
In the Representatives, Kalúen is divided into thirty-one constituencies, the most of any canton. The cantonal delegation in the lower house is composed of:
- ten Libertarians;
- eight Liberal Democrats;
- seven Social Cooperationists, including party representative William Kusznieski;
- five Republicans, including party representative Ioanis Hornata;
- one member of Kalșerians for Change.
Executive
Kalúen is led by a Governor, who is elected directly by the people every four years along with a Lieutenant Governor. The Governor appoints all the members of the cantonal cabinet. The post of Governor is not subject to term limits.
The current Governor of Kalúen is Andréas Kortin Sau, who has served in this capacity since 2017. The current Lieutenant Governor is Richard Collins, a Libertarian.
Legislative
The unicameral Cantonal Assembly of Kalúen is the legislative body of the canton. The canton is divided into 50 three-member electoral constituencies through single transferable vote; the current Speaker of the Cantonal Assembly is Liberal Democrat Jim McMasters.
The supreme document of the canton is the Constitution of Kalúen, ratified in 1812.

Kalúen is served by three universities: the University of Kalúen, of general interest, which has campuses in Percy, Hayworthsville, Maidstone, Goldshore and Falșak, the Rosby Bay Scientific College, which focuses in engineering and is historically associated with the shipbuilding industry, and Goldshore University, which serves south-eastern Kalúen.
