The Vice President of Kalșeri (Kalhan: Simlor Alseugi Kalșeri, literally "second President") is the second-highest office in Kalșeri. Under the Charter, the Vice President functions as a substitute figure in case the President is unable to carry out their duties. The Vice President is nominated at the start of the year through random sorting, and unlike that of President, the title of Vice President does not confer any additional benefits. Upon the change of President, the first Vice President is appointed for the remainder of the year, plus the next year.

The Vice President for 2020 is Professor General John A. Izaguirre.

History

The title of Vice President was first codified on July 31, 1952, by a Charter amendment written by President Stevan Kirkia and approved by Parliament. When the post was codified for the first time, the Vice President was appointed through a system of sorting among the ministers.

In 1964, Eduard Hals opened the post of Vice President to non-Ministers, and their term could be set to coincide with that of the President. Hals also made the role of Vice President independent from the Ministries, a provision that would later be reversed in 1979 by John Berschleider.

Appointment and removal

There are two ways to appoint a Vice President: the President may either hold an annual sorting to determine who among their Ministers will serve as Vice President for the next year, or choose someone to serve as Vice President for the term.

The Vice President can be removed from the post before the natural expiration of the term through the removal of the President, via resignation or incapacitation by the High Council, dismissal by the President or voluntary resignation.
