The Founders of Z-Tech and Founders of the United Federation of Nations are the dual leadership of both Z-Tech.Industries, Z-Tech.Administration, and the United Federation of Nations, who has an extensive range of administrative, executive, legislative, judicative, and military powers. They are the Supreme heads of state and government of Z-Tech and the UFN. The Founders directs all branch of the federal government with the President and are the Supreme Commander-in-Chiefs of the Armed Forces. Crazy Dave and Dr.Zomboss are the only people to occupy the office. Dave and Zomboss are also concurrently the Founders of the Z-Tech.Administration.

The power of the Founders has the same powers of that of the US, Russian, and Chinese Presidents and the powers of the UK, French, Russian Prime Ministers and German and Austrian Chancellors In contemporary times, the Founders is also looked upon as one of the world's most powerful political figures as the leaders of the restored global superpowers. As the leaders of the nation with the largest economy by nominal GDP, the Founders possesses significant domestic and international hard and soft power.

The Founders are responsible for implementing and enforcing the laws and, to that end, appoints the heads of the federal agencies, including their Cabinets. Both Founders rule a joint Cabinet while ruling their own seperate cabinets to managed their own devices.

The major check on their powers in the veto, they both have a veto like that of the roman cousels, they both have to agree on a major act to implement it or if one refuses to overturn a veto; then the act is abandoned. Since they both are the true leaders of the alliance and the government, it is in order to create a check on the power of any individual citizen in accordance with the anti-imperial and republican beliefs that the powers of the monarchs or emperors should be spread out into multiple offices. To that end, each founder could veto the actions of the other founder. Founders has extensive powers in peacetime (administrative, executive, legislative, and judicial), and in wartime often held the highest military command.

History

When Z-Tech was established in 2017 after the Invasion of the homeworld, its leaders (Crazy Dave, Dr.Zomboss, and Carlos Pardo) plans to liberate their homeworld from Gray Gravel. Unfortunately, Z-Tech was not a organized corporation like Gray Gravel is under Gray Mann and General No-Fun. It was when a new ally, Lawrence Dye, had helped "reorganize the plants and zombies by teaching them military structure, ranks, and how to govern liberated territories, while the NMA (National Military Act) finally allowed human troops to enlist into the military and bring military professional to train the plants, zombies and their other allies in the art of war, and the MRC (Military Reform Commission) reformed the cooperation of the plants and zombies by sending them to Zomboss academy hidden from gray gravel, where the infighting was at first forcefully punished but later shown how that's what led to the lost of the homeland so it had to be stopped or "the war is lost". Reforms came in to restructure Z-Tech's and the Alliance's leadership, created by Mr.Pardo, the position of the founders was created

Powers and duties

Guarantor of the Constitution

As the guarantor of the Constitution and the entire system of constitutional law, the Founders ensures that the constitutions, laws and regulations of the constituent territories of the United Federation be in full compliance with the country's Constitution and federal laws.

Nominations

The Founders are highly active in appointing top officials in the country. They nominate candidates for official state positions, who must ultimately be appointed based on parliamentary vote. The Founders submits nominations to the Federation Senate, the upper house of the Congress, for judges of the Constitutional Court, the Supreme Court and the Supreme Arbitration Court, as well as for prosecutor general of the Federation. A proposal to relieve the prosecutor general of their duties must also be submitted to the Federation Senate. The Founders submits to the Council of representives, the lower house of Congress, nominations for appointment to the office of the chairperson of the Central Bank, and likewise submits to the Council of representives any proposal to relieve the chairperson of the Central Bank of their duties.

Chief Executive

The Founders are invested with the supreme military, executive, and judicial authority through the use of imperium. The imperium of the founders are held for life and protected them from ever being brought to trial for any actions. As the sole holder of imperium in Z-Tech and the UFN at the time, the Founders possessed ultimate executive power and unchecked military authority as the commander-in-chief of all Federal forces. Their executive power and sole imperium allowes them to issue decrees with the force of law. Also, the laws that kept citizens safe from the misuse of magistrates holding imperium did not exist to other ministers.

Chief Judge

The Founders imperium both granted them military powers and qualifies to pronounce legal judgement in all cases as the chief justice of the UFN. Although they could assign pontiffs to act as minor judges in some cases, they has supreme authority in all cases brought before him, both civil and criminal. This made the Founders supreme in times of both war and peace.

Chief Legislator

Under the procedure stipulated by the Constitution, the Founders exercises their rights to submit draft legislation, as well as the right to sign bills into law or to veto them.

The Founders has the right to suspend laws and regulations issued by executive bodies of Z-Tech constituent territories if such laws and regulations contravene the Constitution, federal laws or international obligations of the United Federation, or violate human and civil rights and liberties, pending the resolution of the issue in an appropriate court.

The Founders are further empowered to grant federal pardons and reprieves, and to convene and adjourn either or both houses of the Supreme Congress under extraordinary circumstances.

Other powers of the president in the sphere of legal activities and in their interaction with the parliament include calling elections to the Congress, temporarily dissolving the Congress in certain cases, and calling a referendum.

Domestic policy

Under the Constitution, the Founders are empowered to determine the full range of short-, middle-, and long-term objectives and targets of domestic policy, but only its basic guidelines. In practice, they determine it with the President, Cabinet President, and the government of the federation. They are to be implemented both by the president themself and by the Government of the Federation within the bounds of their authority. The Founder's fundamental positions on domestic policy issues are expressed in their written decisions regarding draft federal constitutional laws and draft federal laws, as well as their letters explaining the reasons for rejecting draft federal laws.

Within the bounds of the authority granted to the head of state by the Constitution and other laws, the Founders also shapes the basic domestic policy guidelines by issuing legal regulations and through organizational and regulatory activity, such as issuing decrees and executive orders. Each year the Founders are required to make an Address to the Supreme Congress regarding the situation in the country and the internal and foreign policy of the state.

Foreign policy

The Founders are invested with extensive rights to implement the state's foreign policy. The Founders determines Z-Tech's and the Federation's position in international affairs, along with the President, Cabinet President, and the government of the federation, and represents the state in international relations, conducts negotiations and signs ratification documents. The Founders appoints and recalls diplomatic representatives of Z-Tech and the Federation to foreign states and international organizations. These appointments are preceded by consultations with the respective committees or commissions of the two houses of the Congress. The Founders signs international treaties.

Military powers

The Founders bears ultimate authority over the Armed Forces as "Supreme Commander–in–Chief of the Armed Forces", a role established by Article 87 of the Constitution. In this capacity, the Founders issues military directives, makes defence policy and appoints the High Command of the Armed Forces. The Founders is also vested with extraordinary power in relation to all civilian institutions and persons on the territory of a given state and the theater of military operations (theater of war).

appointing a Commender-in-Chief

the Founders can also appoint a Commander-in-Chief of the Armed Forces to direct the Armed Forces of UFN, monitors the state of the Armed Forces with military equipment, weapons, and other resources, reports to the President and the Chief Chairman of the General Staff on achieving military-strategic goals in defense.

Powers

The Founders can appoint a Supreme Allied Commander on a permanent or temporary basis to organize and direct emergency operations in a particular geographic area. The constitution gives the Supreme Allied Commander with the power to command the entire armed forces of their area.
