Constitution
Federal Constitution of the Yekaterian Federation

The House of Federals of Yekateria (Yekaterian: Snemovňa Federali Yekatersko; officially the House of the Federals) is the lower chamber of the Federal Assembly of Yekateria, with the Federal Senate being the upper chamber. Together they comprise the national bicameral legislature of Yekateria.

The House of Federals, its duties and responsibilities, were established by Article Two of the Yekaterian Constitution. The House of Federals is composed of federal deputies, who either occupy a geographically based constituency, or are part of party lists covering general areas of population. Based on the decennial Yekaterian federal census, the seats are assigned to the republics based on their share of the population, with every republic having at least 200 seats. Since its creation in 2050, the House of Federals has seen changes in its method of election for its members; initially, deputies were directly elected into the House. Following the reforms of the early 2300s, the method of voting was changed to a mixed-member proportional system with an even split of list seats and constituency seats. Since the 2350s, the system has morphed into its modern form following numerous constitutional amendments and several acts such as the Federal Assembly Reorganisation Act of 2374. The number of seats has also steadily grown; from 750 seats in 2050 to the current 427,176 in 2381. This is largely due to the increasing population and accession of new republics, with every new republic temporarily bumping up the number of seats until the arrival of the next apportionment season.

In addition, the non-republic and non-federal city territories of Gardenia, the Outer Reaches, the Territory of Semmorn, and the New Dominion of Solstora are accorded 2000 non-voting deputies between them. As of the 2380 census, the largest delegation in the House of Federals is that of the Federated Federal Republic of Yekateria, with 85,435 seats. Conversely, several republics have the smallest amount of seats, at 200 seats each: Ashton, Ateos, Georgabanska, Ascanska, and Hervania.

The House of Federals is tasked with the important job of passing federal legislation, which may come in the form of bills or resolutions; the concurrence of the Federal Senate is essential in order for legislation to be sent to the chancellor and president for consideration. The House is also granted several explicit powers exclusive to itself; it initiates all bills intending to raise and modify revenue, impeaches federal officers, and participates in the contingent election of the Federal President should the Federal Electoral College be unable to guarantee a majority for a particular candidate. Since the 2365 presidential election, however, the circumstances are rarer due to the new two-round system.

The House primarily meets in the southern chamber of the Palace of the Federation, with secondary meeting chambers in the Palace of the Revolution and the Palace of Federal Unity, although they are largely used only in certain circumstances. The presiding officer is the Speaker of the House of Federals, currently Sam Odenberg. Other floor leaders are typically chosen by their respective party factions, with the largest and second-largest factions choosing the majority and minority leaders.
