Labor unions in Astoria represent a variety of professions and workers in both the private and public sector across the nation, and the Department of Labor along with the National Commission for Labor Relations oversee labor-related matters. Labor organizations and collective bargaining have existed in Astoria since the founding of the country. As of the latest 2023 data, 4.1 million workers are union members, accounting for 22.8% of the workforce. This includes 62.4% of public sector employees and 18.5% of private sector workers. Collective agreements cover 25.1% of the workforce, with 68.2% coverage in the public sector and 20.84% in the private sector, approximately 4.5 million workers. Astoria is a member of the International Labour Organization (ILO).

In 2023 the majority of labor unions were part of three major labor union federations, including the Confederation of Astorian Trade Associations and Labor Organizations (CATALO), the National Labor Council of Astoria (NLCA), and the Astorian Federation of Trade Associations (AFTA). CATALO also know Confederation, is an affiliate of the North American Congress of Labor and Federation of Industrial Organizations (NACL–FIO), was the largest federation with 2.8 million members. Within nearly 170,000 members the National Education Association of Astoria (NEAA) is the largest labor organization in Astoria and is not affiliated with a trade federations.

Employees in construction and public services, especially fire departments and safety, are the most widely covered by collective bargaining agreements.

Confederation is the largest and oldest trade federation in Astoria, made up of of 2.8 million members, the 28 affiliated labor unions of CATALO elected Absalom Hood to serve as the Confederation's president in 2011, 2015, 2019 and 2023. The National Labor Council, established in 2007 is third largest federation, made up of 568,000 members and 5 affiliated labor unions and is led by General Secretary Fang Wu who was first elected in 2021. The smallest trade center, the Federation of Trade Associations, made up of 311,300 associates and 5 affiliated labor unions it is led by Executive Director Jeremiah Atkinson. All three major trade federations belong to larger pan-American organizations; Confederation is affiliated with the NACL–FIO, National Labor Council with the Central Action Federation of North America (CAFNA) and the Federation of Trade Associations with the Christian Federation of North American Unions (CFNAU).

Confederation regularly supports the moderate faction of the Progressive–Labor Party, while the National Labor Council supports the more progressive wing of the party. Labor unions associated with the Federation of Trade Associations are aligned with the National Democratic Party and support right-to-work. Labor organizations associated with AFTA rarely ever strike, regularly disregard picket lines, and often leave workplace issues unresolved. AFTA affiliate Independent Trade Workers of Astoria (ITWA) often raids unions belonging to the National Building Trades Association of Astoria (NBTAA).
