The High Council of Superior, commonly referred to as the Council, is the upper house of the Parliament of Superior. Along with the House of Delegates, the High Council forms the supreme legislative body in the Kingdom of Superior and it's administrative divisions. The High Council was created after the passage and implementation of the Constitution of Superior. The High Council convenes in the Council Chamber in the eastern wing of the Superian Parliament Building in Saint Anthony, Minnesota.

The High Council is composed of forty-five members who are all elected by their respected legislative districts, which compose of the entirety of each state. Members of the High Council, known officially as High Councilors but commonly referred to as Senators or Councilors by the Superian populace, represent each state of Superior, with each state being entitled to three High Councilors. The composition of the High Council is only changed with the addition of a new state, with the number of High Councilors representing each state being constitutionally set. Historically, the High Council has been seen as the lesser of the two legislative houses, with the House of Delegates retaining the President of Superior, the Leader of the Opposition, both the Official and Shadow cabinets. However, the High Council is seen as more prestigious then the House of Delegates, largely due to it's longer terms, smaller size, and constituency size. The leader of the High Council is known as the President pro tempore, who is elected by the majority group.

Along with creating and passing federal legislation, know as bills, the High Council has a set of special powers and privileges that have been included in the Constitution of Superior. The High Council conducts the trial of federal officials impeached by the House of Delegates, with High Councilors acting as jurors. Along with that, the High Council is the only legislative body that handles foreign and diplomatic affairs and approves the appointment of federal officials, including ambassadors, cabinet officials, and court nominees. In special cases, the High Council can also forcefully rescind executive orders given by the President through a supermajority, although his has yet to occur. Like the Senate of Sierra and the Senate of Astoria, the High Council is a hybrid between the British Westminster system and the Anglo-American federal systems of legislature.

Overview

The High Council was established in 1868 following the ratification of and official passing of the Constitution of Superior. In Article II of the constitution, it prescribes and endorses the creation of a "two houses legislative assembly" that would "produce and pass legislation that shall benefit all Superians". The name "High Council" originally came from the High Council of Defense, an advisory and military committee that oversaw the functions, logistics, training, and operations of the early Superian Royal Army during the War of Contingency, but also supported diplomatic and civilian policies to support Stephen Miller in acquiring foreign support. After the war, the High Council became purely legislative and drafted plans for a new upper house that was modeled after the now defunct United States Senate. The High Council itself is composed of 45 members which are representatives from all fifteen states which remains that way unlike the House of Delegates which changed based upon population changes from the national census done once every ten years.
