Operation Inherent Resolve is the codename for the military support provided by certain Northern Treaty Organization countries to the Provisional Government of Free Syria and the Republican insurgency in Syria against the takeover of the Syrian Ba'ath Party, since December 2022. The start of the operation was announced on 27 January 2023, nearly two months after the capture of most of Syria by the Syrian opposition and the restoration of the Syrian Arab Republic. Small parts of Syria remained under the control of loyalists to the previous Second Syrian Republic (2004–2022), which established a government-in-exile in the Trucial States, while a unified command was established by the remaining loyalists in the country, the National Resistance Front. Sierran Deputy Prime Minister Kenneth O'Conner announced the start of the operation while visiting the Anatolian Republic and meeting with Syrian Resistance Front members. He pledged that Sierra, Superior, Manitoba, and the Antilles, and their Middle Eastern partners would provide assistance to the ongoing Syrian anti-Ba'ath insurgency. As a counter to this, Miguel Ignazio, the People's Commissar for Foreign Affairs of the United Commonwealth, announced the start of Operation Resolute Support on 31 January 2023, aimed at "strengthening and defending the sovereignty of the Syrian Arab Republic."
The operation is led by the Combined Joint Task Force–OIR, the headquarters of which is located in Baghdad, Iraq, to coordinate the actions of allied militaries in providing assistance to the Syrian rebels. Bases in Iraq, the Anatolian Republic, and the Trucial States are used to support the logistics of training and equipping the Syrian National Resistance Front. The operation is strictly non-combat oriented, with OIR forces not being involved in any of the fighting but only providing logistical aid.
Background
The Syrian Civil War ended in December 2022 as the Syrian Arab Army rapidly took control of the Syrian countryside before surrounding the major cities, and captured the majority of them, including the capital Damascus. This followed the withdrawal of ISAF troops from Syria after a deal was reached between the Syrian opposition and the Sierran administration of Prime Minister Susan Kwon. The withdrawal of foreign troops, combined with the inability of the Syrian National Army to stop the advance of the Ba'athist insurgency, led to the collapse of the Syrian government and the fall of Damascus in the early days of December 2022. The Kwon ministry ended around that time as the prime minister stepped down following the November 2022 federal election.
K.S. Deputy Prime Minister Kenneth O'Conner, a member of the new administration that entered office in early December, led a delegation to the Anatolian Republic and to Iraq in the last two weeks of January 2023. During this trip, he met with Syrian resistance commanders as well as regional allies, including the president of the Syrian provisional government Saadallah al-Kuzbari, and the king of Iraq, Salah Al-Sadr. He was notably accompanied by K.S. Defense Minister Preston Bolivar, Deputy President of Superior Anietta Johnson, and Superian Defense Secretary Hugh Englehart, among other officials. They announced the start of Operation Inherent Resolve and coordinated with their military commanders in the region to set up the logistical support for the Syrian insurgency, with O'Conner and Johnson telling the media that although the administrations they represent will not get involved militarily, they are committed to providing all of the material assistance that the Syrian rebels need. A new headquarters was opened in Baghdad to coordinate the entire operation.
