Legislative history

The Early Parliamentary Federal Election Act of 2022, also known alternatively as the Federal Election Act of 2022 or the Election Act of 2022, is an Act of the Parliament of the Kingdom of Sierra to establish provisions to hold an early election to the House of Commons and to schedule the next election for late 2022. The act is the third early election act to be proposed since 2020.

The bill was proposed on 2 October 2022 by Leader of the House of Commons Maggie Chan (Democratic-RepublicanSanta Clara) and Leader of the Opposition Kenneth O'Conner (RoyalistInland Empire) following a major government crisis that began on September 25 over potential interference in the 2021 Kingdom of Sierra elections by the United Commonwealth to assist Susan Kwon in getting elected prime minister during the 2021 Sierran federal election. The crisis culminated in a successful passing of a motion of no confidence against Kwon and her government which passed on September 27 203–123.

The bill was proposed on October 2 by Chan with a co-sponsor by O'Conner in order to allow for a snap election to be held before the end of 2022. The bill passed parliament on October 10 and recieved royal assent by Queen Elizabeth II, a day before she ordered the formal dissolution of parliament in accordance with parliamentary practice just before a federal election is held. The bill passed 203–123 with the votes in favor and support being based on each party's stance towards the Kwon government.

Background

On 25 September 2022, images of an unpublished report from the Ministry of Justice were leaked on 3mage which detailed findings from an internal investigation showing that over three dozen people, both Sierrans and foreign nationals, collaborated with state agents of the United Commonwealth to aid in the election of Susan Kwon as prime minister and to aid the Social Democrats of Sierra in forming a government for the 2021 federal election. The report never stated that neither Kwon nor her associates knew or intentionally got involved in the interference, but found that she benefited from said interference and several figures worked to aid Kwon to the point of Continental infiltration in labor unions such as the SFI–CLO and the establishment of numerous shell companies and front organizations as part of said effort. The leak was condemned by the Ministry of Justice, however they ultimately verified the authenticity of the report. Hours after the leak, Maggie Chan resigned as Minister of Foreign Affairs along with several other cabinet members and later withdrew the Democratic-Republican Party from the progressive coalition in a press conference.
