Al'Mezreh
In 1992, the Federal Shehari Republic of Al'Mezreh evaluated three ST.84 zra.1984 main battle tanks, as a replacement to their aging M1968 Nabiun tanks. However, the outbreak of the Shehari War in 1993 ended the talks of Mezrehi acquisition of the ST.84.

Estry
In 1998, the Estrian Armed Forces made the decision to procure a foreign main battle tank to replace the M-70s currently in service with the Estrian military. As part of the Armee 1998 Program, three tank models were sent to Estry for trials to determine potential acquisition: the Khraelyi Yosyp-Kolisnyk ST.84, the Reussich Okter Naegling, the Mestran HSV-27 Tordenvær, and the Kardovij Dubrobij B-85. Despite the ST.84 beating its two competitors in trials and the 2 countries were in the final stages of contract negotiation, a scandal erupted regarding the specific terms of the tank acquisition contract. This scandal led to opposition in the Federal Parliament and among the majority of the population, resulting in the contract being dropped in 1999.
