Theresa Clara Vales II (b. December 11, 1985) is the 6th and current President of the United States of JBR. She is the second president to maintain a fascist regime in the JBRican States; the first president was her mother, Theresa Vales. Like her mother, she obtained presidency by overthrowing the predecessor, President James Chor. She is the de facto leader of Quad's state empire.

Vales was born in Mission Viejo, California and was educated privately at home. Her mother worked as an intelligence agent until she assumed the power as Director of the Central Intelligence Agency of the United States of JBR. During her mother's time as Director, Vales' identity was concealed where she stayed at her birthplace with her distant cousins. While Vales' mother became President, Vales assumed the identity as "Ginny Mack" and held a low-profile life. Much of the JBRican public were unaware Vales I had a child. Vales' identity was later released in the late of July 2011; several months after her mother was executed. Vales became the Chairwoman of the Fascist Party and moved in the outskirts of Vegas.

After several months preparing for assumption of presidency, Quad weakened several governments, perpetrated bribes, and killed targets (e.g., the July 27 incident and the Assassination of Smith Wellington). When President Chor assumed powers from Acting President Rudolph von Holt (in response to Wellington's death), he quickly made the JBRican States more militaristic. His rule was criticized by even his supporters however, as he ignored other vital issues such as social welfare and education. Several members of the Joint Service Officers decided to overthrow Chor by unknowingly team up with Quad associates. Once the overthrow was conducted, Vales seized control over JBR City and became President. As one of her first acts as President, she made a law known as the HONOR Act (which were a list of 23 orders) and quickly secured the country. Vales set up numerous of government agencies and departments as well as ridding those intended for the promcapablicist administrations. Vales quickly garnered attention around the world. Midwayans saw Vales' HONOR Act as a violation of a compromise signed earlier under Wellington and started the Midwayan People's War. Vales quickly suppressed the majority of the country and stamped out political dissidents. When she annexed former Californian allies including Central Kingdom and the Democratic People's Republic of California, this prompted the Soviet Union of Socialist Republics to respond and declare war. The declaration bolstered World War IV and other sovereign states quickly joined including former allies the Prussian and Pacific Empires. Vales oversaw Operation Cobra and was able to quickly back herself up. She then went on to begin the War on Anarchy.

Vales' personality is similar to her mother's due to her frequent use of profanity, sadist, and violent tantrums. Various leaders had refused to speak her because of her attitude. She has been confirmed to have a severe form of bipolar disorder.
