The Secretariat of the 13th Congress of the Continentalist Party of the United Commonwealth was in session from 30 May 1923 to 28 July 1928. Elected by the 13th Central Committee, its members served as the highest policy-making authority within the Continentalist Party. The Secretariat was chaired by the General Secretary Seamus Callahan. At its height it included a total of 12 members.
The 13th Secretariat was the first secretariat in which Seamus Callahan was elected as leader, after he succeeded to the head position of the 12th Secretariat following the death of Aeneas Warren in 1922. The 13th Secretariat is considered a far more stable iteration than its predecessor, however, it coincided with the consolidation of power around Callahan and its ranks was filled by his allies. Three Continental elders – Bill Haywood, Meyer London, and Dorian Conesus – died while in office, but Callahan did not pursue replacements, hoping to reduce the number of potential opponents in the Secretariat. Another secretariat functionary, Coleman Mueller, would be removed by Callahan after a falling out between the two former allies. The 13th Secretariat oversaw the 1924 general election, which resulted in Callahan's election of President of the United Commonwealth, and began a period of centralization in the Continentalist Party's leadership. Chief issues among the Secretariat were the suppression of the Southern Insurrection, the elimination of famine and agricultural hardships, and improved education and housing.
