The Secretariat of the 8th Congress of the Continentalist Party of the United Commonwealth was in session from 9 August 1917 to 5 September 1918. Elected by the 8th Central Committee, its members served as the highest policy-making authority within the Continentalist Party. The Secretariat was chaired by the General Secretary Aeneas Warren, and included in total five members.
This secretariat is notable as being the first of its kind elected while the Continentalist Party governed over any national territory, entering session shortly after the Continentalist take over of Illinois and Michigan. This secretariat was the body at the head of the Party at the start of the Continental Revolutionary War. As a result, the Secretariat acted as the de facto decision-making body for the initial states occupied by the Continentalist movement, and the Secretariat's agenda would be dominated by the war effort. This secretariat marked the beginning of a period in which Aeneas Warren served as paramount leader, as in addition to acting as General Secretary, he was also elected acting chairman (or President) of the American Constitute Assembly, which later evolved into the National People's Congress, and was chairman (or Premier) of the Council of People's Commissars.
