The Secretariat of the 15th Congress of the Continentalist Party of the United Commonwealth was in session from 9 May 1932 to 1 May 1938. Elected by the 15th Central Committee, its members served as the highest policy-making authority within the Continentalist Party. The Secretariat was chaired by the General Secretary Seamus Callahan. It included eight members, and its composition remained static throughout its duration.
The 15th Secretariat was effectively the leadership of the United Commonwealth throughout Great War I, which began less than a month before the election of the Secretariat. The war served as the central focus of the Secretariat, overseeing the transition of the United Commonwealth's economy to that of a war economy. As a result of the war, Seamus Callahan further consolidated state positions around himself, having himself appointed Premier of the Council of People's Commissars, among other positions. After the war's end in 1938 he would retain most of these positions, ruling as the unparalleled leader of both the legislative and executive branches of the United Commonwealth administration until his death in 1947.
